Researches On The Strategy Of Building Up The Strength Of A Country With Talented People In The Knowledge-based Economy Epoch

As mankind moves into the 21^st century, knowledge-based economy is quietly on the upgrade as a completely new economic form. That peaceful revolution is brewing a great progress of human social development As the rapid pace of new technological revolution and the approach of knowledge-based economy, the demands in both the quantity and quality of talented people are rapidly growing all over the world, especially those with high quality or advanced techniques. Since the high-speed growth of human resource is the most direct and important force to push forward the economic growth, many countries choose the mode of considering human resource development as the leading role on their way to modernization.That is to say, between the human resource accumulation and economic growth, we should give priority to the former. That is a universal law of modern construction. Such a law indicates that the economic development and social progress of a country must depend on the human resources exploitation and the implement of giving priority to it.The first two decades of the 21^st century are a period of important strategic opportunities which offers bright prospects to our country. And the crux of seizing opportunities and quickening the pace of building socialism with Chinese characteristics lies on talented people. Since the foundation of People's Republic of China, especially since the reform and opening, China has made remarkable achievements in cultivating talented people. However, on a whole, the total quantity of talented people is relatively insufficient, their structure is irrational and their ability to innovate needs to be promoted urgently. The present state of talented people contingent can not adapt itself to new situation and new tasks. Therefore, in the course of building socialism with Chinese characteristics, we must consider from the perspective of overall situation and strategies, take the strategy of making China strong by giving full play to the role of talented people as an important and urgent task and earnestly do a good job in carrying out it with deep sense of political responsibility and sense of missions, so that we can cultivate tens of millions of high-level laborers, millions of specialized talents and a large number of top talents with the ability of innovating, foster a workforce with large quantity, proper structure and high quality, bring the enthusiasm, initiative and creativeness of talented people into full play, open up a new perspective of gathering large numbers of talented people and putting them to the best use, greatly enhance Chinese core competency and overall national strength, and finally provide an important guarantee for building a well-off society in an all-round way and achieving the great rejuvenation of the Chinese nation. As knowledge-based economy develops and the modernization of China speeds up, the talents issue has become a bottleneck that restraints the building of a modernized China and the development of. So doing researches on such an issue and on the strategy of making China strong by giving full play to the role of talented people is of great realistic significance, for us to face the challenges brought by Knowledge-based Economy and seize the opportunities of development.In my thesis, based on the emergence of Knowledge-based Economy for the entry point, I explore in-depth the inevitability of implementation the strategy of making China strong by giving full play to the role of talented people in contemporary China's socialist modernization process, and further prove that Scientific Outlook on Development is of great importance to guide the talents work in China. Through rationally analyzing the present condition and characteristics of talents development in China and by using the experience of building up the national strength with talented people in other countries, I put forward that the focus of implementing the strategy of making China strong by giving full play to the role of talented people lies in the system and mechanism innovation of talents work, so as to provide countermeasures to carry out such a strategy. Specifically speaking, my thesis discusses the main points from the following seven aspects:In the first part, I expound the in-depth theoretical foundations of the scientific outlook on talents with Chinese characteristics. Some thinkers and politicians in Chinese history had accumulated abundant practical experiences of talents fostering work and formed a sound system of using talents, what provides a historical source for the establishment of the scientific outlook on talents, whereas the talents theory of Marxism is the direct theoretical source. And the labor power capital theory of modern western countries, which emphasizes the function of labor power investment in the process of modern economic growth and inquires the motive force and source of economic growth from the objective reality of modern social production and from a new perspective, provides a possible reference for the establishment of the scientific outlook on talents.In the second part, I set forth the characteristics of Knowledge-based Economy and its challenges to talents fostering and development in our country. Since knowledge is being attached more and more importance under the circumstance of knowledge-based economy, those talented people, who create and transmit it, have become the favorite of this epoch, which has decisive impact on our view of life. For Knowledge-based Economy also brings severe challenges to the mode in talents fostering in China, we have to take a firm grasp of fostering talented people with creativeness, multi-abilities and spirit of team work so that we can meet the demands of the development of Knowledge-based Economy.In the third part, I expound how the strategy of building up the strength of a country with talented people is practiced in those developed and rising countries and what we can learn from that. As the most developed countries in the world, America, Japan and Germany all implement correct talents strategy and that is also their mystery of achieving a prosperous economy. In spite of their poor natural resources and weak economic foundations, Israel, South Korea and Singapore pay so much attention to develop education and foster talents that they accumulate a large number of labor power capitals and rapidly join the rank of developed countries. We can draw a conclusion from their successful practice that a nation can take hold of its own future and stand firm among the nations of the world only if it attaches importance to education and talented people.In the forth part, by thoroughly analyzing how we have practiced the strategy of building up the strength of the country with talented people since the foundation of People's Republic of China, I hold that we must sum up our precious experience of fostering talents, correct our mistakes and learn form them. I also explain such concepts as strategy, talents strategy, and strategy of building up the strength of a country with talented people, and in the end I put forward the goals, key points, essential demands, main tasks and realistic significance of the strategy of building up the strength of a country with talented people.In the fifth part, I bring up the guidelines and organizational guarantees of carrying out the strategy of building up the strength of China with talented people. Through the analysis of history and reality and the understanding of those scientific views by leaders of the party and the state on talents fostering, I discuss the necessity of maintaining the principle of managing talented people under the leadership of the party. I point out emphatically that in order to implementing the strategy of building up the strength of China with talented people, we must take Deng Xiaoping Theory, the important thought of Three Represents and Scientific Outlook on Development as our guide, stick to the principle of managing talented people under the leadership of the party, adhere to the principle of putting people first, focus tightly on the theme of development, bring every positive factors both in and abroad into play and make great efforts to achieve the goal of making China strong by giving full play to the role of talented people.In the sixth part, by analyzing unfavorable factors in the course of implementing the strategy of building up the strength of China with talented people, I set forth a scientific outlook on talents with Chinese characteristics, namely an outlook of putting people first, considering talent resources as the primary and holding that everyone can be talent through hard working. We should conform to the trend of the development of Knowledge-based Economy, and establish a new concept of giving priority to talents fostering input, exploiting and protecting talent resources, making the distribution of talent resources market-oriented, managing talent resources under the law and globalizing the talent competition. Based on the above points, I put forward the guideline of implementing the strategy of building up the strength of China with talented people.In the seventh part, I explore the mechanism reform and innovation of the strategy of building up the strength of China with talented people in Knowledge-based Economy Epoch. From the perspective of the law of talents fostering and development, I emphasize that the key point of implementing the strategy of building up the strength of China with talented people is the perfecting and innovating of talents fostering system and mechanism. I hold that we should establish a sound system of talents fostering, talents selecting and appointing, talents rewarding and talents safety ensuring, perfect the system of talents market, provide guidance to the rational flow of talented people, positively absorb and use talents overseas and those ever studying aboard, make efforts to create a favorable atmosphere beneficial to fostering abundant talents, and open up a new perspective of gathering large numbers of talented people and putting them to the best use.
