Incentive mechanism is a very complex system. With the continuous development of market economy and knowledge economy establishing incentive regime has become an important task for enterprises and academia. Especially in higher schools due to the absence of a strong faculty and an imperfect incentive mechanism, an evident brain drain has caused the work of teaching and scientific research to suffer substantially. Thus, it is of profound theoretical and practical significance to study the incentive mechanism adopted by higher learning institutions, plan the construction of corps of faculty in a scientific manner, improve the incentive mechanism step by step, and promote a steady and healthy development of higher education.According to the study of documents and on-site inspection, although some colleges and universities have established certain mechanism with stimulating functions, including rewards, penalties, performance evaluation, system of payment distribution, as well as welfare and benefits system and so on, most of these incentive mechanisms exhibit a strong administrative feature and are aimed to control people instead of being an efficient institution that encourages competition. Besides, instead of paying close heed to the different individual demands, they apply the exact same incentive mechanism to everyone, which renders the stimulation restricted to different extends and causes the whole mechanism to dysfunction. In response to this situation the article addresses the problem of brain drain in higher schools by introducing the stimulation theory in organizational and behavioral science, psychology and institutional economics to the development and management of human resources in higher learning institutions. The author also provokes thoughts as how to establish and improve incentive regime in colleges and universities through analyzing the loss of young talents and revealing the in-depth reasons that lie underneath it.The result of the study in this article reveals that the imperfection of the incentive mechanism is the true reason for the brain drain in higher schools. In China's higher learning institutions problems persist under the new environment, such as unreasonable payment distribution, biased salary standard, dysfunctional performance evaluation, and the inability to fulfill the requirement of scientific research, unscientific methods of recruiting faculty and so on. These problems impede schools' efforts to meet people's needs in treatment on different levels and those in the fields of scientific research. Therefore, in order to solve the problem of brain drain, it is a must to improve the incentive mechanism, strengthen the construction of ideological education incentive system, enhance people's understanding, and clarify the ideas of human resources. The solution to the brain drain problem also calls for the reinforcement of the construction of institutional policy system, the establishment of a comprehensive system of institutions and policies, and the strengthening of the performance evaluation incentive mechanism, the evaluation of the work of the faculty members, the founding of an incentive system of democratic management aimed to implement the staff participation management in real earnest, the forming of an incentive regime of human environment, a refined cultural environment on campus and so on.This article is set in the background of the loss of human resources, focused on the topic of "Research on the talented people of incentive mechanism in Universities", and provides in-depth analysis and research of the status quo, existing problems and reasons of and within the incentive mechanism of colleges and universities. The article consists of five parts: part one enunciates the general background and the significance of the research, the current condition of the ongoing research abroad, and the means and clues of the study. Part two introduces the basic knowledge of stimulation theory. Part three defines the terms of human resources, and its meaning within the realm of higher learning institutions. It also explains that the brain drain is the reflection of the imbalance of the flow of manpower. It proceeds to analyze the issue's status quo, features and influences. Part four further develop the analysis on the basis of the previous part and provides its insight of the brain drain. It concludes that the ultimate reason that causes thus a loss is the inefficiency of the incentive mechanism, thereby proposing the urgent call for a major reform within the mechanism. Part five points out the key principles of how to establish such an incentive system discusses patterns available for higher schools to adopt and provides honest advices on how to improve such a mechanism toward perfection.
