Since the promulgation of The Resolution of the CPC Central Committee Concerning the Educational System Reformation in 1985, the programmatic documents about the relevant policies, regulations, measures and means of the reformation of elementary education have appeared in succession in China, including The Resolution of the State Council Concerning the Reformation and Development of Elementary Education in 2001, The Suggestions of Implementation Concerning Deepening the Reformation of Personnel System in the Middle and Primary School in 2003 and The Ministry of Education's A Blueprint for Vitalizing Education in the Year of 2003-2007 in 2004. The appearance of these policies and regulations not only provides a "big environment" beneficial to school development on the macro-level, but also builds a "small environment" for the school development on the micro-level, which is reflected on the reformation of school personnel system. Its specific guidance suggestions, measures and means include improving the teachers' lifelong learning system, quickly enhancing the quality of teachers and administrators and implementing the qualification admittance. Therefore, in this dissertation, special emphasis is laid on the micro-level and the exploitation and deployment of teacher resources in the process of school development is discussed. In the present educational system, "streamline administration and institute decentralization" makes some school have some decision-making power of running. More has no completely that power and is still under the control of the relevant educational administrative departments. The decision-making power of running a school is mainly reflected on the aspects of "exploitation" and "deployment" in the school personnel administration. However, it shows difficult to explore the way of exploitation and deployment of teacher resoures based on school development. Therefore, at first, this study exemplifies the specific cases of exploitation and deployment of teacher resources in some school at home and abroad and analyzes them with the related theories; then, after the practical study and the integration of theory and practice, this study, in practice, focuses on the diagnosis and analysis of the existent problems on the exploitation and deployment of teacher resources in the primary school and secondary school of our country and tries to offer some feasible suggestions on the technological operation.This dissertation is composed of five chapters. Chapter 1 presents the specific analysis of some case study of exploitation and deployment of teacher resources at home and abroad and finds out the existent problems of exploitation and deployment of teacher resources at school under the background of the educational reformation in our country. Chapter 2 focuses on the conformed theoretical foundation during the process of exploitation and deployment of teacher resources based on the school development.Chapter 3 combines with the case study to analyze how to unite the theory with practice of exploitation and deployment of teacher resources during the process of school development. Chapter 4 explores some facters to affect during the process of exploitation and deployment of teacher resources based on the school development.Chapter 5 includes the surveys, investigation, analysis and evaluation of exploitation and deployment of teacher resources in these studied schools through the practical study and offers some suggestions according to the research results. It is hoped that will be beneficial to exploitation and deployment of teacher resources to the biggest extent during the process of school development.This dissertation has made the definitive findings in three main aspects. Firstly, schools should try hard to make the developping objective of the individual teachers and the developing objective of school organization are reaching unanimity can the development of teachers improve that of school. Secondly, through the integration of theory and practice, a virtuous circle of exploitation and deployment of teacher resources will be achieved. The aim of exploitation of teachers is to better deploy them and the research questions need to train and explore during the process of exploitation of teacher resources is found. Only if the teacher resources is exploited and deploied effectively can ensure the teacher resources can be done best and the development of school is improved. Finally, the school administrators, especially the principals, should have the concept of "people capital". They should attach importance to the system construction of exploitation and deployment of teacher resources, build and perfect the excitation mechanism of the teachers, arouse their enthusiasm of study and work and improve the achievement of best exploitation and deployment of teacher resources, thus accelerating the development of school.
