The country’s survivability and expandability depends heavily on human resources. Inthe recent years, the county has begun and emphasized on beginning a strategy to strengthenits human resource. The main goal is to enable China to quickly become one of the pioneersin utilizing its human resources. Therefore, many high level leaders have encourages theexpansion of the current human resources pool. This which includes the method to use theretiree teachers as it is an invaluable asset. The society is involving rapidly with technologyand people need to learn innovative digital materials. From the high level view, the learningsociety structure has integrated with the people’s and the society’s needs. Communication hasevolved rapidly in the current times and knowledge sources are growing more complex.Therefore, even if the society is in a learning environment, people still need to help ofteachers and mentors. In a learning society, there must be a group of elite teachers to serve thestudents and help them develop.In the recent years, the top-level educational institutions have grown at an exponentialrate. Every year there are a large amount of retiree teachers going off the work force. Theyhave tens of years of experience and a wealth of knowledge. Is it certain to say that they arethe elites of what they do with quality. Therefore, this passage will dwell into the matter ofnational strategy, using the structure of the learning society to find ways to deploy the groupof elite retiree teachers back to contribute to society. This method will include questionnaire,statistical analysis and learning philosophy.This research will be split into4different sectors. First, we present the theory andpurpose of utilizing the retiree teachers. Secondly, from the guidance of similar theories, theauthor will research into the current pool of retiree teachers through first and second handself-made questionnaires and statistical analysis. Again, with the help of the data mining, theauthor will discover the advantages and strengths of the current retiree teachers. Lastly,through using theoretical and practical reasoning, construct a structural plan of how to deploythe retiree teachers at an optimal rate.This study suggests that, first, the development and utilization of resources inuniversities, a retired teacher of great social significance; Second, the university retiredteachers with the development and utilization of the potential and advantages, but the currentdevelopment of the low level of utilization; Third, the university retired teacher developmentand utilization of human resources need to get all aspects of government and universities,such as support and recognition.
