As well as a crucial document in New Curriculum Reform,National Curriculum Standards is a very milestone in the curriculum development of elementary education,which aroused profound changes in primary and middle schools in China when it was enacted.Curriculum Standards, moreover,provides a quality standard for essential-qualities-oriented schooling and a foundation for curriculum implementation,classroom instruction and student achievement assessment.While,it in itself is a policy text,its formulation can not ensure its practice in instruction and assessment.Especially,student achievement assessment,urging standard-based educational reform,will be useless if its establishment and implementation do not comply with curriculum standards.The research focus on the execution processes of implementation of standard-based achievement assessment,a broad research field,because processes of establishment and implementation are of importance in standard-based achievement assessment from practical assessment perspective.There are three parts divided in the research:an introduction to standard-based student achievement assessment,International experiences and comparisons,and the execution processes of standard-based student achievement assessment.The first part mostly explains the reason for the research.Then,the second part,including chapters from 2ndto 6th,is a transitive part to groom the organization and execution of standard-based student achievement assessment of typical countries with making preparations for embodied research in next part.At last,7th-9thchapters combine the third part,which analyze contents in each process on the ground of international experiences and comparisons.The 1stchapter reveals the origination of research,induces the main task is researching on processes of standard-based student achievement assessment through reviewing stations and problems at broad and home, and defines methodology and core concepts.The 2nd-6thchapters individually introduces developmental courses, assessment organizations and executive processes of standard-based student achievement assessment in America,UK,Australia,and Canada, four English-speaking countries.The following comparisons of these counties' common subjects and experiences offer basic knowledge for the sequel.The 7thchapter analyzes types,structures and traits of current curriculum standards and finds that content standard is widely used in current standard-based student achievement assessment.Since curriculum standard differ from it,it is necessary to switch curriculum standard to tests.In this chapter,it is analyzed that how to translate curriculum standard to test objective,behavior objective and performance objective, in which translation to performance objective is only a pilot study.The 8thchapter discusses test content standard of establishment in standard-based student achievement assessment,including the meanings and types of test content standard,design of test content standard form, and matrix sampling of items.The last chapter formulates the contents and processes of organization,execution,results disposal and reporting in standards-based student achievement assessment.
