With the building of a harmonious society in China, educational equity as a part of social justice more and more attention. This thesis is start from the higher allocation of resources, analysis the relationship of the resources allocation and education equity by the new institutional economics. In this article I defined the higher education equity and the resources allocation of higher education and I think we can promote the higher education equity by the innovation the institution of resources allocation in higher education.Then I analyzed the current status of higher education equity, including equitable development of higher education and the lack of progress made in two aspects. Then, in the framework of new institutional economics analysis, analysis of the current lack of clarity of property rights of higher education, the market system is not perfect, college is not in place internal management system and inadequate compensation system of higher education is the main reason impeding the development of China's higher education fair . Resources in higher education under the short time is difficult to expand, the current lack of major higher education fair is the lack of resource allocation system of higher education. Current resource allocation system of higher education are the main reasons for lack of resource allocation system of higher education can not adapt to the changes in the transformation of our economic system, universities can not strengthen the school's autonomy and imperfect compensation system of higher education.Article goes on to establish a government and university prisoner's dilemma game, college game between the clever pig, university and personal commitment to game as well as government, universities and individual three-game model, clarifies the respective interests of the three behalf orientations and dominant strategy. And verify the optimal solution obtained by the government, universities and individuals in higher education and how to locate and select strategies.The article finally made a institutional reform of the strategic concept to promote the higher education equity. It includes the objectives, strategy, systems and arrangements. For the object "expanding higher education opportunities, promote equity of higher education", the strategic system includes five parts: the investment institutions of higher education resources , higher education resource allocation system ,resource utilization system of higher education, higher education and higher education aid system.
