On the background of globalization, the development of school education in ethnic group's area is on bottleneck stage. For example, recently government invests a lot, but made a poor harvest in ethnic group's education quality, social development and traditional Tibetan culture inheritance. This phenomenon is not very good. Therefore, government and researchers try their best to find ways to cross the bottleneck stage, especially on inherit traditional culture through school education. As we all known, the affect of school education in traditional culture inheritance is not very successful. The reason is complex. Different culture produced by different nature and human being environment. Our school education can not cover the environment. In school education, traditional culture curriculum only let students know what it is, but seldom cover how it comes from. So, even the knowledge of traditional culture be taught, but the ethnic group's culture is not really inherit. This needs people to think a lot. If school education can combine with local community and develop harmoniously, the difficulties met by school and traditional culture will be conquered.According to the field work in Tibetan area, primary school is a "cultural isolated island" in local community which teaches modern culture in traditional Tibetan culture area. As is known to all, the aim of school education is to cultivate people which main stream society needed. The content of education is what main stream society considered important. The language of teaching is standard Chinese language. The teachers are cultivated from the education systems of main stream society. And most students who graduated from school leave their homeland and to enter into main stream society. This means modern education may make traditional Tibetan society deconstructing. If the school education system becomes localization, Tibetan society and culture can gain a new development chance. Therefore, this study focus on the following questions: 1 .what the relationship between Tibetan primary school and local communication;2. how to make the relationship more harmoniously.Because of the uniqueness of research subject and study required information, the study choose the field research as the main research methods, supplemented by the literature method and comparative methods. Field research is typically used to research the current situation of the relationship of the school and community in the Ganze Tibetan Autonomous Prefecture in Sichuan Province Danba County Qiongshan village. Literature is mainly concerned about the research literature and history of Tibetan education and social relations. Comparative method is used to understand the current relationship of school and community from the perspective of history.On the base of field research and literature support, this study find out the relationship of primary school and local community can separate to two layers. First layer is surface. People in school and in community are getting together well. Second layer is essence which refers to different cultures. School is the representative of main stream culture and community is the representative of traditional Tibetan culture. When they met, their position is not very equal. They are relatively isolated. The article analyzes the factors which affect the relationship from three perspectives. First is the outside environment which includes political environment, economical environment and cultural environment. Second are the elements in education system, which include educational aims, teachers' ideas, education contents, teaching language and evaluation systems. Last is the element in local community. This article tries to get support from theories to build a harmonious relationship between school and community. First, the article find out the corporation of school and society is the need of human nature, culture development and education development. Second, harmonious and symbiosis idea should be a guide to build the relationship between school and community in Tibetan area. Third, the theories which are helpful to build harmonious and symbiosis relationship between school and community bases from sociology, cultural science and pedagogy are found out.This research is meaningful from the perspective of theories and practices. First, this study can reveal true reality of Tibetan school education. Second, the conclusion of the study can improve school quality and protect Tibetan traditional culture. Third, it is good for education reformer to rethink the direction of school reformation in ethnic groups' area. Forth, it is a good explore to find ways that different cultures get together well. Fifth, the study use multi-methods. It will enrich education research methods.
