Our Talented Personnel, The Theoretical Analysis And Empirical Research

As the knowledge economy is further developed as well as the technological progress and the upgrading of industrial structure are constantly speeded up, various kinds of talented personnel is showing the trend of convergence in such a frequent flow with the convergence level increasing. With the further development of talents convergence in China, it shows certain regulation and problems. Therefore, we should build a systematic theory to explore the problems in the deeper level. From the perspective of systematic research, the thesis takes the talents convergence in China as its research object focusing on exploring the mechanism and regulation of how the talents convergence is operating in China, and conducts an empirical research on the development of China's talents convergence. In general, the thesis can be divided into five parts:Part One mainly reviews the relevant theories of talents convergence and its important influencing factors. It includes human capital theory, relevant theories of industrial agglomeration, defining of urbanization, and typical theories of the causes of talents flow. Through collecting the relevant theories, I found that the previous theoretical results are the important theoretical support to this research. In addition, the theoretical system of the modes and mechanism of talents convergence is not complete and perfect, and many theories are in a disorder, thus being hard to meet the need of further development of talents convergence.Part Two rebuilds the system of reasons for the formation of the talents convergence. On the basis of referring to the research achievements of the reasons of convergence formation made by the domestic and foreign scholars, it takes the basic attributes of resource endowment, talent environment, income and human capital as the causes of the formation and development of talents convergence.Part Three reveals the inner mechanism of China's talents convergence by the economic model. It first analyzes the regulation of the flow of overseas talented personnel and then forms a three-dimensional model of talents convergence, high-tech industrial agglomeration and urbanization. Through large amounts of empirical modeling, it reveals the regulation of the convergence of overseas talented personnel in an all-round way.Part Four reveals the development situation of China's talents convergence objectively through studying the modes and levels of China's talents convergence in different regions. Based on the scientific division of the modes of China's talents convergence, it connects the convergence modes with the role orientation of the government. From the perspective of income gap and employment, it compares the talents convergence in eastern China with that in midwestern China and analyzes it. In addition, it analyzes the situations of the convergence level being too low or too high, focusing on studying the talents convergence trap in underdeveloped areas and the talents convergence warning mechanism in the areas where the convergence level is too high.Part Five systematically studies the effects of talents convergence. It defines the positive and negative effects of talents convergence and classifies the economic effects. In addition, it points out the essence of the transformation from the convergence phenomena to the congregation effects is the transformation from quantity to quality. And then it analyzes the causes of convergence conflict and puts forward the solution of reducing and dispelling convergence conflict. At last, it raises the suggestions of maximizing the effects of talents convergence from the perspective of macro and micro environment.In general, the thesis follows the analytic paradigm of IMSA, which embodies the analytic process of convergence causes—convergence models—convergence situation—convergence effects, thus forming a complete logical circulation. It is a scientific and effective way to study the talents convergence issue in China.
