Nowadays, the development trend of science is continuously cross and mutual fusion between subjects, which demands cooperative innovation of multidisciplinary and interdisciplinary. Moreover, university innovation team, which can be regarded as an effective form of cooperation, can not only quickly adapt to the contemporary trend of science and technology development, but also fully meet the social demand for high-level talents. In the circumstances, scientifically and reasonably evaluating performance of strategic university innovation team can not only make universities' administrators accurately grasp relevant information of different subjects' innovation team implementing performance management, but also be convenient for the person in charge of teams to discover fundamental problems in the performance management from team itself. But now, our country's research on performance evaluation of university innovation team, especially strategic university innovation team, still is at the initial stage and lack of system evaluation system which has a general significance. Therefore, it is obvious that research on performance evaluation of strategic university innovation team is of theoretical values and practical significances.The essence of performance evaluation of strategic university innovation team is to obtain relevant data by certain questionnaire survey method, and to carry out quantitative and qualitative demonstrated study on performance of strategic university innovation team. The current theories and methods only evaluate team's performance according to certain index system framework, lacking a whole and concrete evaluating index system to study the performance of different subjects' innovation team, which hardly can truly reflect the contribution of innovation team performance to sustainable development of strategic university. According to these problems, this dissertation has deeper insight to offer an up-to-date framework of theory and method.Based on the systematical analysis of correlative theories and methods at home and abroad, it is expounded that the connotation, functions and main features of university innovation team. Then this dissertation gives a definition of connotations and concrete forms of university innovation team performance and strategic university innovation team performance. Through comparing university innovation team performance with strategic university innovation team performance, the main differences are found in evaluation subject, purpose and principle. Afterwards, this dissertation deeply analysis their influencing factors at five different angles of team process, structure, organizational environment, stages and types.Aiming at the problem of lacking of concrete evaluation model for theoretical support to strategic performance evaluation, this dissertation gives a definition of connotations of performance evaluation model of strategic university innovation team from characteristics of evaluation object on the basis of comprehension of model. Meanwhile, the deficiencies are found in existing performance evaluation model by compared with conventional performance evaluation model. In the light of the design principles of performance evaluation models of strategic university innovation team, the basic frame composed of internal circulating subsystem and external circulating subsystem is established, which provides theoretical direction for establishing the evaluation index system of strategic university innovation team.Based on analyzing the basic framework of the evaluation index system of strategic university innovation team performance, accordings to the design ideas and principles of specific evaluation index system, the dissertation structures out the evaluation index system of strategic university innovation team performance which is composed of innovation team input status index, innovation teams output status index, innovation teams social influence status index, innovation teams internal operations status index and innovation teams sustainable development ability status index. The evaluation system is the solid theoretical basis for performance evaluation of strategic university innovation team.In accordance with current some achievement evaluations that can not effectively synthesize sample targets of mutual relationship and remove judgments of subjective value on qualitative targets, the dissertation proposes a kind of comprehensive evaluation model on the basis of modified balance score cards. The model is proposed on the basis of the fundamental principle of balance score cards. In accordance with the evaluation index system containing the characteristic of qualitative and quantitative targets of multi objects, multi factors and multi arrangements, the dissertation calculates the value of fuzzy comprehensive evaluation on the basis of semantic variable and the basic idea of fuzzy integral evaluation method.Employing this performance evaluation model of strategic university innovation team, a demonstrated analysis of 46 sample teams of engineering in our country's A university, is conducted, namely to carry on research on evaluation and policy. The results show that the evaluation theory and method of strategic university innovation team performance have proved to be practical and reliable. Meanwhile, the problems existing in the process of innovation team performance management are disclosed, providing quantitative and reasonable basis for enacting corresponding regulations and working out productive strategies.At present, the strategies in improving performance of strategic university innovation team, which are mainly offered on the basis of problems identified in questionnaire results, are lack of certain empirical analysis to be guidelines. Based on sorting out past related literatures, this dissertation puts forward some corresponding strategies combining the problems identified from the empirical analysis results of 46 innovative teams' performance evaluation in our country's A university.
