There are various of new problems emerged coming along with the rapid development of science and technology. These problems underscore the capacity and function of researching of Chinese colleges and universities. Meanwhile, due to the complexity of modern scientific problems and one-sidedness or limitation of individual knowledge,"team"- this kind of organization cooperating in the scientific study is increasingly playing an important role, particularly, the institutional innovation & research team. Since this kind of research organization was formed just recently, the related study on it is rather limited and there are also many problems in its operation. All these raise the question of how to improve the scientific research ability and performance level of institutional innovation & research team. This question has attracted general attention from universities and some social departments. The current studies on performance appraisal are mainly in business sector but for institutional innovation & research team, of which the performance assessment is different, the study is still at the start stage.This thesis starts with the characteristic of institutional innovation & research team, according to the basic theory of team and performance assessment, with in-depth analysis on the differences between institutional innovation & research team and the ordinary team or research team in enterprises, and how the institutional innovation & research team performs. Then based on all these above, the author takes the criterion and standards of performance appraisal in business sector as reference, by means of quantitive and qualitative analysis and selecting evaluation criteria of team performance, adapting the method of AHP to determine the weight of each criteria, eventually to construct a criteria system of performance assessment for institutional innovation & research team.
