In the contemporary era, the society has increasingly high expectations of the university. The university plays an increasingly important role in bearing significant cultural missions. But when people look at the problems and even crises that emerge in modern universities, they find that one of its main causes is the deficiency and crisis of ideals, therefore, the study on the university's ideals has naturally become a hot focus in the higher education, and since the 1990s the research perspective is increasingly concentrated on the cultural sights. In general, the establishment and conversion of this perspective is based on the need to respond to the reality and to deepen the theories. It means that people can survey and understand the nature of the university from a new vision; they can reveal the operation rules of the university from a new way of thinking.This paper has close connection with the core issues of the Chinese universities, and these core issues have not been clarified yet. By the research methods of cultural philosophy, this paper makes a deep survey on the relevance, interactivity and interaction between the university's ideals and culture, and it also has a research on the training of the cultural system generated by the ideals of the university. In theory, this paper reveals the cultural nature of the university's ideals, the reflection levels of cultural values and the cultural generation way; In practice, as to the key factors such as university educational ideals, school system, talents training modes involved in the construction of modern university this paper presents that the university should keep the traditional spirit but change with the times; it should offer a strong impetus to the reform and development in the future. The innovation of this paper is mainly reflected in the following two aspects:First, it reveals the natural linkages between the university's ideals and the existence of human life and activities, and highlights students and teachers- the truly main part in the discourse of the university. Through arranging the data and analysis, the author found that the government, universities, students, teachers, presidents of the universities and so on constitute the main parts in the discourse of the university's ideals together. In reality, the statuses of the various subjects of discourse are not balanced. True subjects in a university -students and teachers—have not been taken seriously, and they are even neglected in general. Therefore, this paper expounds deeply the inter-relationship between students and teachers and points out that the generation of the university's ideals relies on them. The generation of the university's ideals is to reflect the meanings, values and activities of them, and this relationship has always been the theme throughout this paper to ensure the existential significance of the university's ideals and its research values. Second, this paper reveals the close connection between the university's ideals and the traditional culture, and emphasizes that the innovation of modern university's ideals must guard and protect the traditional ideals of the university. Through the historical research on the evolution of traditional Chinese and Western university's ideals, the author discovered that from the very beginning Chinese modern university was not rooted in the tradition of Chinese civilization, and it is lack of cultural root of its own. At the same time, it only borrowed the institutional forms of the university in the West, and it even made necessary maintenance on the system, but it did not understand or borrow the ideals that support that system. Therefore, this paper makes a deep survey on the cultural basis, reasonable core and practical revelation of the evolution of ancient Chinese universities' ideals, the Western universities and the modern Chinese universities. It makes a profound reflection and criticism on problems of ideals that exist in the Chinese universities. With this linkage running through, this paper has solved the cultural basis problems of the innovation of the modern university's ideals.
