Research And Exploration In Public Training Base

Under the background of economic globalization, the worldwide competition for talents is incandescing. The tremendous population pressure and the low quality level had seriously restricted the socio-economic development in China. In the new century, improving the quality of all laborers and making China the great-power country having excellent human resource have become an important development strategy. In the turn of the century, Shanghai took the lead in establishing the first public training base to carry out vocational training and skill appraisal for the whole society. After nearly 10 years development, the country has established more than 30 city-centered public training bases and over 1000 institution-based open vocational education training bases. As a new organizational form of vocational education and training, public training base has played an active role in improving China's vocational capacity-building, transforming human resources to human capital, achieving more fully social employment and building a learning society. After all, the development of public training base in China is not long. As a new thing, the construction and development of public training base will inevitably encounter various problems process. Studying the international experience on the development of the public training base, this dissertation focuses on the construction and development of it to ensure its healthy and sustainable development.The dissertation is divided into six chapters.Chapter One. Introduction. Introducing the research background and significance, current domestic and international research foundation and related outcomes on public training base, identifying the core concepts and unfolding the content and methods of this study.Chapter Two. Practical significance and theoretical basis of the public training base. The construction of public training base has significant effects in improving the quality of workers, expanding employment and resolving the structural contradictions in employment, raising the enterprise's core competitiveness, and promoting our country socio-economic development. Capability-based theory, resources integration theory and regional economic theory build up the theoretical base of the research.Chapter Three. The status and analysis of domestic public training base construction. The evolution of public training base is divided into three stages and there are also three ways to build it. In the short developing course, the public training base has formed its characteristic and been confronted with several serious problems.Chapter Four. Comparative studies on foreign training bases. Analyzing the practice in (U|¨)berbetriebliches Berufsbildungszentrum in Germany, teaching factory in Singapore, TAFE college training base in Australia and public training base in Japan, the comparative experiences has been summed up.Chapter Five. Construction plan of the public training base. Firstly, put forward the overall plan of the public training base from three aspects including general idea, accomplishing ways and three principles. Then bring forward four specific ideas and opinions from four aspects including construction of public training base system, new operational mechanism of public training base, public training mode and public training base management model.Chapter Six. Policy study on public training base. Put forward four proposals: improving the relevant laws and regulations, improving related policies, improving vocational qualification certificate system and improving the input mechanism.The most achievement of the production lie in two aspects: analyzing the necessity of the public training base, creating the model of construction. Firstly, why should we construct the public training base? From the human perspective, the construction of public training base is an effective path to improve the professional capacity of people to settle the structural contradictions of employment. From enterprise perspective, it is the key link to improve the skill levels of workers and the core competitiveness of the enterprises. From government perspective, it is an important function to promote local economic development and to build a learning society. Secondly, how to construct the public training base? Public training base as a new form of organization for vocational education and training and identification of public service platform from government provides vocational skills training for all people. The construction of public training base breaks through the original study of single public training base. It has established a public training base system with point and sphere integrated, comprehensive and specialty complemented, demonstration and fundament relied on each other. And it also proposes a general principle of differential construction and distinctive development. In the operational mechanism, the research proposes to establish a three-dimensional operational mechanism with government-led, enterprises as principal and institutions as basis. In the management of the manner, it proposed to use virtual management to ensure the simple and efficient operation. Finally, in the policy study, it proposed that according to socio-economic development structure and human resources market demand, the reasonable structure adjustment of investment in education is needed and the public investment in training base needs to be increased.
