| Against the background of the social transformation and industrial structure upgrading, constructing the public training base plays a positive role and is of great significance for the implementation of human resource strategy. Based on the actual situations of Fuzhou city, this thesis studies the construction and operation of the public training base in Fuzhou city mainly through the methods such as literature research, survey study and comparative research. Ability-based theory, resources integration theory and regional economy theory is the theoretical basis for the construction and operation of public training base. Research shows that constructing public training base in Fuzhou city will serve to improve the public service system, relieve employment contradictions and construct learning society. It is also an urgent request of development from schools, enterprises and citizens. However, the resources distribution of vocational education and training has its own characteristics in Fuzhou, which decides that its construction of the public training base should be in accordance with local conditions. Therefore, the construction of the public training base in Fuzhou should choose the path of systematic construction with comprehensiveness and professionalism. Besides, the construction should take the strategy of "Overall planning, rational layout; Hierarchical position, three-dimensional development; Wide coverage, form system; Demand guidance, timely adjust". Referring to operation of public training base, three principles are raised, including following government macro management, school-enterprise cooperation, marketization and corporatization. Based on these principles, seven operational mechanism are established—"Arm’s Length Principle", long-term support mechanism, school-enterprise cooperation mechanism, outsourcing management, flexible teacher management, market benefit mechanism and multi-element evaluation modes etc. |
