| In order to solve the problem of insufficient supply of high skilled workers, Shanghai took the lead in the country to establish the first high-skilled public training center for the whole society to carry out vocational skills training, vocational skills upgrading and vocational skills appraisal from year 1998. After more than ten years development, the base has become a public welfare platform with comprehensive technology, creative technology, information technology and digital manufacturing technology as the core, which can provide free social services covering 80 categories, more than 160 professional(level) skills training and skills appraisal services. It has received more than 400 million training and appraisal, met the annual demand of 40 million training and appraisal, as been providing services to more than 500 institutions in ten years. The high-skilled public training center has achieved good social benefits in improving professional ability of workers, realize social full employment in Shanghai.This thesis analyzes the operational status of the public training base of high skilled talents in Shanghai by using the new public management theory, and points out the existing problems are: the government’s overall leading mode makes the base operation and Development Limited, the deviation between the position and the actual situation of the base itself, the lack of internal and external competition incentive mechanism, the lack of the evaluation of the input output. The German cross enterprise training center in this area has accumulated more experience, this paper puts forward the strategy to realize the healthy operation of the public training base of Shanghai’s high skilled talents: establish the correct and clear development orientation, strengthen cooperation with social forces, explore the new model of "customer driven" training project, implement the market operation of public welfare platform, establish public training base of the performance evaluation mechanism. |
