As the age of knowledge economy witnesses great progress in science and technology and further deepening of globalization, the problem of development has drawn intense attention of all countries in the world. In terms of development, the improvements of people and talents have proved quite important, especially on the context that both the global and regional competitions for talents become fiercer. In the face of the intense competition, it is critical how to appropriately handle and relationship between talent development and economic growth, and how to define, build and implement talent development strategy to make it work has become a research topic of practical importance. In this respect, this paper, based on an extensive study of the domestic and foreign theories and their practical experience concerning the concepts of development, all-round development of people and talent development, puts forward the idea of prior development of talents strategy. Combining the theoretical analysis with the empirical studies, the paper makes an in-depth research of talent development's approach, the content of prior development of talents, the basis of its practice, its strategic structure, implementation plan and the institutional environment and mechanism as well as gives some relevant advices. The main findings include the following:1. With regard to the approach of talent development, the research demonstrates the influence of membership group and institutional environment on prior development of talents, and builds a model for the prior development of talents strategy. It sets the goal and target system for the strategy in line with the government's overall goal of strengthening China with talents; with human capital investment and fostering business environment for developing talents at its core, the paper proposes an implementation plan of prior development of talents strategy and proves its feasibility.2. On the strength of human ecology, organization ecology and other theories, the paper develops a new concept called talent population, illustrates its growth pattern, and comes to the conclusion that the development of talent population depends on two fundamental factors—the population's ecological niche and the resources'quantity and efficiency in the niche. Furthermore, it analyses the ecological niche of talent population, introduces the business environment for talent development and further provides concrete suggestions and explanations on constructing the ecological niche for prior development of talents.3. Based on the theoretical analysis of the influence of social-economic base, social cultural foundation and economic system on talent development, the paper suggests that efforts be made to break the conventional thinking of inheritance through creative transformation of traditional Chinese culture, and remove institutional barriers of developing talents through system reform. It conceives strategic measures to construct the institutional environments, which focuses on the talent incentive mechanism on the basis of needs theory.The research findings of this paper are of important theoretical and operation value to understand the significance of prior development of talents strategy and to implement the strategy of reinvigorating China through human resource development. Besides, they also have practical application value for the effective practice of prior development of talent strategy in China, and lay the foundation and provide the base for further study in this respect.
