Since the global financial crisis in2008, the international economy has entered acontinued downturn in state. Countries have concentrated their attention on thedevelopment of strategic emerging industries, to expect to achieve industrial upgrading,breaking the current economic impasse. As a developing country, in order to achieveeconomic development by leaps and bounds, the development of strategic emergingindustries has been elevated to a strategic height, and all measures have been promptlytaken to promote its great development. Shaanxi accurately grasps of the situation athome and abroad and begins deep thinking of talent-related issues, to expect to seekeffective ways for the development of strategic emerging industries.This article takes the innovative talents’ development as a master line. And itcarries on the localization to the development phase of Shaanxi’s strategic emergingindustry, based on the “life cycle” theory. Using of “the comparison superiority” theory,it forecasts the future development trend of Shaanxi’s strategic emerging industry.Furthermore, through studying on talents’ accumulation and “human capital structure”theory, the paper analyses the present situation of Shaanxi’s human resources storage.Using of “talents’ structural deviation” and combining with relevant data, it analyses thecoordination of talents’ structure for strategic emerging industry. Based on thecharacteristics of innovative talents, it analyses the demand of talents’ hierarchy andstructure for strategic emerging industry. And finally, based on "leading" talent strategy,it builds innovative model for talent’s development of Shaanxi’s strategic emergingindustry. And it proposes corresponding countermeasures from the perspective ofcompanies, universities, research institutions, intermediaries and government. This article combines empirical research and standardization research, making full use oftheory with practice. In addition, this article unifies qualitative analysis and quantitativeanalysis together. Using of talents’ structural deviation from formula and combiningwith relevant data, it accurately measures the talents’ structural deviation.The innovative points include:(1)The paper studies on talent resources of shaanxi’sstrategic emerging industries from quantity and structure. And using of the deviationdegree of talent structure, it calculates the deviation between the development ofshaanxi’s strategic emerging industries and talented people.(2)According to thecharacteristics in different development stages of Shaanxi’s strategic emergingindustries, it analyses different demand of talent level and structure.(3)Taking "Lead"talent strategy as the guidance, the article builds innovative model for talent’sdevelopment of Shaanxi’s strategic emerging industry.
