Talent is the first resource and innovation is the first driving force.It is a necessary means to realize the construction of urban and regional talent team and the innovation and development of science and technology to establish an evaluation mechanism of scientific and technological talents with clear orientation,precise science and technology,standardized order and competitive selection.National policies and regulations and talent work are the extension of top-level design to local practice.Through theoretical guidance and concrete examples to reflect the coordination of various elements of the talent evaluation mechanism and the existing problems.Under the dual role of "mass entrepreneurship and innovation" in China and the construction of "famous innovation city" in Nanjing,The organization department of Q District formed a new scientific and technological talent evaluation mechanism on the basis of drawing lessons from the experience of talent evaluation in developed areas.It is mainly reflected in the innovation of evaluation subjects,tools,objects,procedures and cycles,which enriches the methods and approaches of talent evaluation,but there are still some problems: the evaluation process is not scientific enough,the old and new talent evaluation tools are separated from the existing mechanism,the public and private needs and mechanisms are difficult to meet and the information barriers lead to the mechanism is not smooth.These problems lead to the fact that all kinds of resources invested in Q District are not in direct proportion to the retention rate and quality of talents.The main reasons are the poor supply effect of supporting mechanism,the immature economic,social and talent conditions of the region and the implicated interests of the relevant subjects.There are four improvement measures to the talent evaluation mechanism of Q District "improving the basic security,optimizing core operations,adopting adaptation measures and strengthening the result feedback",in order to realize multi-level and multi-channel introduction of talents,innovative and scientific evaluation of talents,mutual assistance among talents sharing and support,and the establishment of hierarchical classification exit criteria.The talent evaluation mechanism of Q District provides practical experience for the continuous promotion and mechanism innovation of work of innovative and entrepreneurial scientific and technology talents in China,with the characteristics of China's regional policy diffusion,the talent evaluation mechanism in Q District is a diffusion model from the regions with advanced policies to the regions with follow-up policies,and it will continue to spread to other cities or regions.
