The Private Social Work Service Organizations In Shenzhen Participate In Community Governance

The report of the 19 th National Congress pointed out that it is necessary to strengthen the construction of the community governance system,promote the downward shift of the focus of social governance to the grassroots level,and play the role of social organization to achieve a benign interaction between government governance and social regulation and resident autonomy.The government purchases social work service projects into the community,and private social work service organizations become one of the main subjects involved in community governance,and because of its nature,it plays a unique role in the process of community governance.The article selects the D community in which the Shenzhen Citizens' Social Work Service Organization P is stationed as a case.The author enters the D Community Party members and mass Service Center as a trainee social worker,and provides community services through the participation of other social workers in the center to implement participatory observation.The social worker's process of community service and the social worker's relationship with the community party committee and community workstations,and the interaction in the process of completing the community service,and the social workers of the private social service organizations are also concerned with other community governance entities in the community.Communicate and coordinate,and participate in related matters of community governance.After the internship,the author use semi-structured interviews to interview social workers in the D-community Party members and mass service centers,combine the various records of social service services,and use the theory of collaborative governance to serve private social work.The organization participates in community governance,analyzes the synergy relationship with the government,community party committees,community workstations,community self-governing organizations including community residents committee,enterprises and community residents within the community,and then specifically participates in the community governance of Shenzhen citizens' social work service organizations.The process is described and analyzed,including participation content,participation channels and synergistic effects.In this process,the private social service agency acts as a service provider,coordinator,facilitator,etc.,pointing out some problems that the Shenzhen Citizen Social Work Service participates in the community.The main problems in governance are: the role of private social service agencies participating in community governance;the relationship with community party committees,community workstations,community self-governing organizations,enterprises and community residents within the community;private social service agencies participating in the society Resource issues in district governance;issues of capacity of private social service agencies and social workers.Finally,based on the theory of collaborative governance,this paper proposes countermeasures and suggestions for the participation of social work service organizations in Shenzhen and other entities in community governance,including improving the rules and regulations for private social service organizations to participate in service-oriented community governance,and coordinating the relationships of relevant community governance entities;On the other hand,increasing support for social service organizations to carry out community services,and strengthen the capacity building of private social service agencies and social workers.
