With the development of sci-tech globalization and knowledge economy, innovation becomes the unexhausted power for regional sustainable development. As the important carrier and core strength of social innovation activities, sci-tech innovation platform plays an important role in regional economic and technological development. It's necessary to set up a scientific theory system and methodological approach in the face of internationally strong competition milieu. Therefore, on the background of enhancing the construction of innovative country and province in China, it is of great theoretical and practical significance to study and design the theory and method approach for the development of regional sci-tech innovation platform.This dissertation focuses on the theme of the modes and paths of networking development of regional sci-tech innovation platform based on three main theories, namely, innovation theory, social network theory and modern system theory. On the basis of analyzing network characteristics and evolutionary process of regional sci-tech innovation platform, some related approaches and strategic system are discussed in this dissertation.This dissertation describes several aspects in the literature in the area of innovation platform, and discusses relevant issues of networking development. On the basis of these, the connotation and characteristics of regional sci-tech innovation platform are given, types of the platform are classified, the main subjects of the platform are described. Then the dissertation defines the concept of sci-tech innovation platform network, and discusses its structure and functions. By analyzing the connotation and forces of networking evolution, it also goes further beyond that and presents networking evolutionary stages. Overall, proceed from the strategic height of cooperation of multiple factors and the strategic management of sci-tech innovation platform organization, this dissertation provides a theoretical framework for networking development of sci-tech innovation platform with the system analysis and design methods. The framework is helpful for explaining the core idea that sci-tech innovation platform network is the direction of the future regional sci-tech innovation platform.On the basis of analyzing internal and external influencing factors in the networking development of regional sci-tech innovation platform, this dissertation shows three networking development modes: balancing development mode, growth-pole development mode, pole-axis development mode. Also, it gives the connotation, feature, applicable conditions of every mode and provides principles, gists, standard for development mode selection.This dissertation designs an evaluation system of networking development level which is composed of efficiency evaluation system and capability evaluation system for regional sci-tech innovation platform. It also presents a conception of networking development degree and builds a mathematical model of the relation between efficiency and capability. The efficiency evaluation system is designed with DEA based on the input and output of the platform. The capability evaluation system is designed with D-S theory based on the network characteristic and structure of the platform.This paper designs three networking development pathes. Regional sci-tech innovation platform with characteristics of public welfare and strategic can't develop healthily and smoothly without the support from government. From this perspective, government-led path is designed. Then based on the unique advantages of cooperation of government, industry, university and research, IURA-led path is designed. And enterprise-led path is designed from the angle of the enterprise as a main body in innovation. Also, the corresponding development strategies are put forward in various pathes.On the basis of the above study, this dissertation makes an empirical research on the development mode and path of Heilongjiang's sci-tech innovation platform. By analyzing its current situation, strengths, weaknesses, opportunities and threats, the development mode is established, the networking development level is evaluated, and corresponding strategies are put forward.In a word, this dissertation attempts to make contributes to the formation and development of Chinese regional sci-tech innovation platform network by providing theoretical guidance and methodological support.
