The Evaluation Research On Regional Sci-tech Innovation Platform In Hebei Province

With the development of sci-tech globalization and knowledge economy,innovation becomes the unexhausted power for regional sustainable development.As the important carrier and core strength of social innovation activities,sci-tech innovation platform plays an important role in regional economic and technological development,to enable the regional sci-tech innovation platform to develop continuously,quickly and smoothly.There is an urgent need to establish a scientific theory and method system.Therefore,the research on regional sci-tech innovation platform has certain practical significance and theoretical significance.This paper takes the regional sci-tech innovation platform of Hebei Province as the research object.On the basis of summarizing and analyzing the research status of sci-tech innovation platforms at home and abroad.Combined with the national high-tech zone innovation capability evaluation index system issued by the ministry of science and technology,and starting from the reality of the development of regional sci-tech innovation platform in Hebei Province.It includes five aspects: innovation environment support,innovation foundation,innovation investment,innovative economic benefits,innovative social benefits,evaluation index system of regional sci-tech innovation platform of Hebei Province with 5 first-level indicators and 20 second-level indicators.Using the method of AHP and TOPSIS method,the paper analyzes the 11 key cities in Hebei Province in 2017 and the key laboratory platform,engineering technology center platform and industrial research platform of Hebei Province in 2015-2017.Analysis of problems in the development of regional sci-tech innovation platform in Hebei Province from both vertical and horizontal perspectives.On this basis,the countermeasures and suggestions are put forward to strengthen the development of regional sci-tech innovation platform in Hebei Province.The research result also have certain reference significance for the development of sci-tech innovation platform in other regions.
