Research On Systems Way And Planning Method For Intensive Land Utilization

This dissertation for doctoral degree is presented by analyzing land utilization in historical evolution at home and abroad, developing trends, basic theory and research progress, China social and economic macro-situation, and relevant laws and regulations. Related typical cases of China General Land Utilization Planning Outline, the Coordinated Development Planning of Extended Metropolitan Region in Pearl River Delta, Guangzhou General Land Utilization Planning and Guangzhou General Urban Planning, Guangzhou University-city Project Planning are studied, exploring the systems of land utilization planning, urban and rural planning and project planning,and their contents and functions for intensive land utilization from the background research, basic research, case studies, innovative research. Based on Chinese existing administrative system and reasonable working mechanism, China University of Geosciences (Beijing) Excellent Incentive Fund to support doctoral dissertation applied research of FIDIC Conditions of Contract for Works of Civil Engineering Construction, the systems way and combined planning method for intensive land utilization were proposed with planning techniques as a link, breaking barriers among various governmental branches and bringing new management ideology and methodology. The systems way and combined planning method are aimed to increase the efficiency of land utilization in a scientific, comprehensive and practical way and then help to solve the man-land contradiction that China has been facing seriously. The main innovations include:(1) put forward the combined planning method for intensive land utilization.The roles of General Land Utilization Planning, General Urban Planning and Project Planning macro-control, meso-guide and micro basis were researched and analyzed.(2) established the systems way for intensive land utilization: general land utilization planning– general urban planning– project planning, and analyzed the relationship among them and implementation approach.(3) proposed the improvement on the laws and regulations and the convergence and coordination mechanism of relevant government departments starting from relevant aspects of the systems way.(4) analyzed the existing national standards"Code of Valuation with Bill of Quantities of Construction Works" and pointed out some mis-conceptions and some conflicting phenomena to the existing national standards "Code of Construction Project Supervision (management)" and "the Code of Construction Project Management by Enterprises of Construction Industry". Correct forms of the bill of quantities were proposed to meet the market operating rules and be consistent with international practices, through which those inaccurate , incomplete and inconsistent expression in defintion and other related issues such as conflicts with the other codes were corrected , to guide the execution of construction projects in a right way, to upgrade the level of construction project implementation and efficiency,and to promote the international competitiveness and position of the construction industry.7 papers concerned were published on the domestic and world scientific journals.Meanwhile, against China land utilization management status, from management mechanism and technical means, further proposals were made for the national laws and regulations,the establishment of planning coordination system and relevant technical standards and implementation of the accountability system.
