With technology innovation as a core factor, with low waste of resourdes and non-pollution as mean features, high-tech has become the engine of the economic development of a country. The development level of the high-tech industry has become an indicator which measures a country or an area's comprehensive national strength, economic strength and technology strength. Thus, high-tech industry sustainable development is to realize the economic and social value, and simultaneously to search the balance of natural environment, in order to combine high-tech industry, economy, society and environment as a sustainable unity.Accordingly, this dissertation researches deep on theories, structure, overall modes, classified modes, evaluation mode, and tactics of high-tech industry development mode. The content is as follows.This dissertation analyzes current situation of China's high-tech industry development. The analysis of factors of high-tech industry sustainable development includes social environment factor, industry internal factor, natural environment factor, innovation ability factor, human resource policy system factor, and operating management factor. It is shown that the cause of short term profitability and nonsustainability is a main constraint of high-tech industry sustainable development. Also, the choice of high-tech industry sustainable development mode is proven by overall layout, integrated organization, reasonable structure and policy innovation. This dissertation puts forward the formation and control of high-tech industry sustainable development mode for the direction of high-tech industry sustainable development mode. This dissertation designs overall modes and classified modes of high-tech industry sustainable development modes. It brings up the composition and features of high-tech industry sustainable development, and defines the technical support and system innovation. Relying on the theory of sustainable development, this dissertation brings up overall modes of high-tech industry sustainable development, which are sustainable development mode of circular economy and sustainable development mode of technology innovation. Then the realization routes and operational system are designed, based on six classification modes, industry park ecologization development mode, industry internal cycle development mode, industrial and social cycle development mode, industrial cluster cooperation innovation development mode, industrial cluster inner and outer innovation development mode, and industry transplanting technology innovation development mode.The dissertation comes up with high-tech industry sustainable development modes evaluation indicator system. Based on the principle of qualitative analysis of high-tech industry sustainable development, the correspondent evaluation indicator system is built. In indicator system of high-tech industry sustainable development mode, there are 6 basic indicators and 25 detailed indicators, which precisely reflects all the information, objective condition, and basic principles of high-tech industry sustainable development mode. The basic indicators include technology innovation indicator, ecological environment indicator, economy development indicator, capital support indicator, potential indicator and cluster indicator.In the design of high-tech industry sustainable development mode, the indicators of high-tech industry sustainable development mode are predicted by Delphi Method. The indicators of China's high-tech industry sustainable development mode in Year 1998-2007 are collected. By Delphi Method in subjective weighting methods, all the indicators are weighted, and the quantity indicators of high-tech industry sustainable development and the level of current high-tech industry sustainable development are identical. The dissertation predicts high-tech industry, and modeling the independent variables of indicators. Also, the indicators of Year 2010-2013 are predicted.In the safeguards of high-tech industry sustainable development modes includes spreading the high-tech industry development mode of circular economy, implementing high-tech industry unity, focusing on policy guidance and support, enlarging financing channel, improving technology innovation capability, and establishing human resource strategy.Based on the research above, in empirical study of high-tech industry sustainable development mode and high-tech industry technology innovation of Beijing is proved. Moreover, the implementation and factors of Beijing high-tech industry sustainable development mode are discussed.The research of high-tech industry sustainable development mode in this dissertation can be referred to when choosing high-tech industry sustainable development mode for provinces and cities.
