Research On Hubei Province High-tech Zone Development Mode And Performance Evaluation

With the in-depth development of economic globalization, more and more intense competition industries all over the world. High tech industry as an emerging industry, has the characteristics of high added value, strong permeability, has become the focus of industry competition. Nowadays, the development of high-tech industries have become the core to measure the comprehensive competitiveness of a country or a region, which determines the status of a country or region in the global industrial system and affects the development direction and the development potential in the future.Since30years ago, China’s high-tech industry has obtained the considerable development, some important economic indicators ranked the forefront directly. While the national commitment to "rise of central China" task of Hubei province will be the development of high-tech industry as an important support of economic development.Nowadays, Hubei province’s added value of high-tech industry have accounted for the GDP proportion exceeded10%and the average annual growth rated as high as25.7%. The province has4state-level high-tech Development Zone, which, East Lake high tech Zone has become second national independent innovation demonstration area following Beijing Zhongguancun. Located in Wuhan. China’s Optics Valley become the largest production base of optical fiber and optoelectronic devices. Although the result is satisfactory, but also be aware of the big gap when compare with domestic economy developed area, how to further enhance the level of development of Hubei high-tech industry and promote the technological innovation ability of high-tech zone and comprehensive competitiveness, is also an important problem need to solved urgently.In this background, this paper based on the current situation and characteristics of the development of Hubei high tech Development Zone, puts forward a new development model to promote regional cooperation and resources sharing, The model divided Hubei Province into three major high-tech clusters, Wuhan, Xiangyang, Yichang as the center respectively, while Wuhan City as the center in the three centerin city. This model emphasizes the high interval complementary advantages and industrial docking.it aiso well consider economic, and geographic characteristics in Hubei province.What’s more, it also pays attention to the center radiation periphery and the developed area drive less developed area.Then the thesis select15major high-tech zone of Hubei province as the sample, establish the index system of performance evaluation and make an empirical test. Finally, according to the empirical results,the thesis put forward relevant proposals.Because of the high tech Zone is the main carrier of new and high technology industry, to improve the comprehensive competitiveness of High-tech Zone will greatly support the development of high-tech industry,I hope that this study can be a reference to the development zone of Hubei province further development.
