Study On Growth Of Circulation Industrial Clusters In Less-developed Area Of China

Nowadays, the economics of the eastern part of our country is moving on to the target of modernization, while the economics in the Midwest is obviously lag behind, whose situation is far behind the average of the whole country. The western area doesn't scruple the cost of abusing the resource and bad effects to the environment in order to purpue the development of economic data, and brought out the havoc to ecological environment as well as squandering natural resources. Although our government have made a lot policies and support to the developing economics in this area, and many of which worked, speed of development is still under expectations. In the resent years, the gap of developing of economics between the eastern and western area has becoming larger, especially the appearance of industrial clusters made the grads transfer theory cant work, the model that bases on theory of comparative advantage became impractical.Based on conducting a comprehensive investigation of the status of China's underdeveloped areas and the growth of cycle industrial clusters.This paper establishes a scientific evaluation index system to describe the correlation between the two things by testing relevant data, and constructs the correlative SD model simulation between the two based on the use of system dynamics method to emulate and predict. Finally, according to the result of simulation and prediction, we make some policy recommendations to promote the growth of cycle industrial clusters, and to achieve the harmonious development of economic of underdevelopment areas.In chapter 2, we made introduction to the theories of circular economy industrial clusters and circular industrial clusters, and concluded the 6 features of circular industrial cluster, which is the base for the postamble. In the chapter 3, we analysed the economic development of the underdeveloped economic regions from the sight of sustainable development, reach that sustainable development is the final solution for underdeveloped economic regions. In the next chapter we obtained that circular economics is the only way out for underdeveloped economic regions, but it hs many limiting factors. The chapter 5 starts from analyzing SD model theory, combined with the reality of our country, using the way of SD modeling, then analyze its practicability. From the obove analyze, we concluded in the chapter 6,7 which is also the last chapter of this article, we got that there are several safeguards for developing circular economic in the underdeveloped economic regions, we should start from 4 aspects:policy support, financial support, regional innovation, developing system of balancing of interest.
