Research On Development Of Industrial Clusters In China's Less Developed Regions

In nowadays' foster integration of the regional economy and the economic globalization, industrial clusters become an effective strategy to promote the regional economy development on its superiority. But the current industrial clusters theory studies are mainly from the viewpoint of the developed regions. There still lacks of a systematic study on the less developed regions, although it is more important for the regional economy coordinated development. So it is urgent to study industrial clusters development from the visual angle of the less developed regions.On the base of definating industrial clusters and delilimitating the range of the less developed regions, the author studied industrial clusters development in the less developed regions with standardized and empirical analysis, SWOT analysis, net and systemetic analysis. The author analyzed the inferiority of the less developed regions development and the superiority of industrial clusters and build a coupling model of them to figere out that industrial clusters is the effcient way of the less developed regions to realize the leaping development. The author summsrized the problems of industrial clusters development in the less developed regions: the small industrial scale, the low agglomeration; the little industrial linkage, the low specialization, development mechanisms defects; unintegrated cluster net; weak innovation envirenment. In accordance with these problems, the author put forward the strategy of industrial clusters development in the less developed regions, raised the problems of it to be solved, that is building development mechanisms according to industrial clusters development, fostering a perfect cluster innovation system, choosing appropriate development mode.The author regard cluster net development as the cause of industrial clusters success or recession, after analysised the recession cause of it and its recesouce of the competitive advantage and the author expounded the forming mechanisms and development power mechanism. The inner forming law of industrial clusters is that it begins from the enterprises linkage in core net, which connected the suppplementary net and set up the distribution, and control at the same time in three dimensionalities, which are micro dimensionality—the control of enterprises, macro dimensionality—regulation of the government, the contro between nicro and macro—industry or market structure control. The core of the development mechanism is the power mechanism, which is a positive feedback system affected together by the opportunity, entrepreneureal mechanism, net cooperation and collective study, evolutes with the development of industrial clusters. Industrial clusters innovation system is a social economic system in the incustrial clusters region, in which the main players, such as enterprises, orgnanizations, universities and government, improve the innovation on the base of certain net relations and promote the innovation ability of industrial clusters. The auther analyzed the sructure and function of industrial clusters innovation system in China's less developed regions. Its function are improving innovation and promoting innovation ability. The innovation ability is the decied forces to support the sustainable development of industrial clusters. On this bases, the auther figured out that the four driving factors of incustrial clusters innovation system in China's less developed regions are the innovation ability of enterprises, the clusrer knowledge, the net ability and the innovation environment. The four factors mutually related, infulenced, supplenmented, restricted to each other, and promote innovation ability of industial clusters together. Proceed in all cases from the remarkable difference among the economic development level, the industrial basic and the social cultral envirnment in China's less developed regions, the author built developing model according to the diverse principle of industrial clusters development based on the construction of the small towns, the industrial park development, the main item enterprised net, the FDI mode.In accordance with industrial clusters development problems in China's less developed regions, the author put forward the following countermeasures: sharpening industrial clusters' strain capacity, avoiding clusters risk, constructing the inner and outer clusters net and enhencing their relations, fostering better innovation environment, playing the macro control role of the government. Taking Heilongjiang milk clusters as an example to make empirical analysis with SWOT analysis, the auther analyzed the strategy key point on how to enhence the net connection and foster innovation system to confirm the conclution of the study.
