Research on the most stringent arable land protection system of ChinaKarl Marx pointed out that "Land is the source of all production and all thatexists", "Land is the survival of the human condition and reproduction conditions thatcan not be sold."It's a high-level overview of land based on the role of economic andsocial development, Land is basic conditions of human survival, reproduction anddevelopment. Arable land as the essence of land is an important foundation of foodproduction,is the foundation of the foundation. Therefore, more people less land,especially the per capita arable land less and limited resources, these nationalconditions decide that China have to face the great challenges of scarce land resources,in the past, at present and in the future.The Party and the country have attached great importance to land problems, inthe high-level attention and leadership, China has almost formed the most stringentfarmland protection system in the world, and the system has played a role in thecontrol of the phenomenon of loss of cultivated land speed. But Chinese current moststringent farmland protection system still has many obstacles to implement in practice,the results are unsatisfactory, not only the amount of arable land is still declining, andthe quality is also declining. According to international experience, China has entereda stage of rapid development of civilization. The conflicts between the cultivated landprotection and the development are increasing. To achieve harmonization, bothprotecting the "lifeline" and protecting the needs of economic development are thecurrent practical problems need to be solved in China. If this issue could not resolvedperfectly, it will affect food security, the interests of farmers, ecological security,sustainable economic and social development, even affecting rural stability, andnational security. Therefore, the study on the system of arable land must bestrengthened.In this paper, the most stringent farmland protection system is studied, focusingon the issues of how to innovate Chinese farmland protection system based on thecurrent market economic conditions. Under the guidance of Marxist rent theory, newinstitutional economics, and management incentives theory, multi-dimensional research and analysis on the issue of arable land protection in China are performed. Atthe same time, we drew on domestic and international researches related to farmlandprotection. This paper aims to propose suggestion on the innovation and improvementof the most stringent farmland protection system in China, and construct aninteractive new mechanism of administrative, legal, economic, and technologicalmeans for protecting farmland, in order to achieve Chinese farmland protection,economic development and social harmony and development of multiple targets. Thewhole content is divided into six chapters:ChapteChapter 1 is the introductory part of the article, aims to propose questions.First, this study introduces the domestic and international background, purpose andmeanings of the study. Secondly, it introduces this paper's research status, researchideas, methods and content structure. Finally, it describes the possible innovations andshortcomings.Chapter 2 illustrates some of the basic theory, which the theoretical basis forthis topic. First, several basic areas are determined and interpreted, such as farmland,farmland protection, system, arable land protection system. Second, the theories thatthe farmland protection system based on are combed, include theory of scarcity ofland resources, sustainable development theory, and externality theory, rent theory, thenew system of economic theory, motivation theory. It provides guidelines for thefollowing analysis and theoretical preparation. Finally, based on the new institutionaleconomics theory, a detailed analysis on the existing system of the most stringentfarmland protection is done from the informal, the formal and the implementationsystems, as well as a brief map showing the main system condensed form and logicalstructure.Chapter 3 adjusts the direction back to reality and explores the evolutioncourse of the Chinese most stringent farmland protection system and thecharacteristics of Chinese current farmland protecting system. First of all, thehistorical process of the most stringent farmland protection system in China sincereform and opening up is reviewed. Following the time sequence, and according tothe laws and regulations relevant to land management, especially relevant to farmlandprotection and value using of the land, promulgated by the State Council or the landmanagement system, and with conditions of arable land reduction in our country, thetrend of this process was divided into four periods: 1978 to 1985, farmland protectionsystem for the incubation period; 1986 to 1997 for the production of cultivated land protection system; 1998 to 2003 for the farmland protection system developmentperiod; since 2004 ,improving on period for the system. Dialysis from the verticalsystem of Chinese current land protection history is performed. Second, thecharacteristics of Chinese current most strict protection system of cultivated land werestudied and were summarized as: the implementation of a comprehensive plan tostrictly control; continue to strengthen the role of local government; approval tobecome an important means of regulation; financial expenditure for the main sourceof funds; land occupation tax fa ll behind the actual.ChapteChapter 4: The inspection on the performance of Chinese current moststringent farmland protection system. First, based on the data released by ChinaLand and Resources Network and National Bureau of Statistics, it quantitativelyanalyzed the performance of Chinese current most stringent farmland protectionsystem. The most stringent farmland protection system in China has made remarkableachievements in land management especially the protection of farmland since theimplementation. Undeniably, a considerable gap still exists between its operatingresults and expectations. On the basis of quantitative analysis, qualitatively points outthe problems of the farmland protection in China: First, the cultivated land continuedto decrease. Second, the overall quality of cultivated land is not high, and thedownward trend. Third, the ecological environment of arable land is deteriorating.Fourth, the arable land reserve resources are limited. Then demonstrates therequirements of the contemporary era and three pressures existed under the newsituation, related to Chinese arable land protection.Chapter 5: Exploring the causes and making detailed argument on the basisof problems. First, according to the previous problems analysis,and further dig thecauses of the problems. This paper argues that three main factors leads to poorperformance of farmland protection, which includes changes in the background,defects in farmland protection system itself and relatively low economic efficiency ofagriculture. Secondly, the foreign measures on arable land protection and goodpractices in national pilot are introduced for reference.Chapter 6: Advices about innovation and improvement of the most stringentfarmland protection system are presented. First, for the causes of existing problemsand issues, based on the experience from home and abroad, provides guiding ideology,objectives, ideas and principles for innovation and improvement of the most stringentfarmland protection system in Chin a. Second, proposes advices for innovation and improvement of the most stringent farmland protection system: Strengthening studyon the informal system and fully play its role; Changing the government's ideas andestablishing social constraint mechanisms for farmland protection; Establishing andimproving laws and regulations to make farmers Play the main role of protectingfarmland; Adjustment of interests among the main configuration, establishing theeconomic incentive and restraint mechanisms for farmland protection; Emphasis ontechnical support and innovation, the establishment of scientific and technologicalsystem of land protection; Coordination and interaction of multisectoral and the wholesociety to establish the strict implementation of farmland protection system. Finally,preliminary research on optimization of the external operating environment of themost stringent farmland protection system was presented.
