The Rationality Study Of Farmland Protection Based On The Goals Of Prime Farmland Demarcated Programs

As the important element of land use planning, prime farmland demarcating is the process of setting the arable land indicators to the prime farmland protection zone according to the overall planning.Scientific and reasonable delineation of the prime farmland protection zones plays an important role in protecting the arable land. However, demarcating prime farmland in the actual delineation is too subjective and arbitrary, lack of scientific proof and decision-making, only pursuit of quantity while ignoring the quality of prime farmland protection,which is merely limited to formality. In addition, in the actual work of demarcating prime farmland, some local governments pursue the immediate interests,put the need of construction land in the first place,demarcating the further land as prime farmland area instead of the arable land along the railways, highways and other transportation, nearby the cities, villages and towns of high quality, obvious advantage and being protected need; demarcating lands of poor location, poor quality, away from the building needs as prime farmland area instead of superior land. Furthermore, some local governments in the drive of the immediate economic benefit even demarcate the wasteland as prime farmland.In some regions, especially the eastern and central regions which has the rapid economic development, the building occupied by mostly high-quality and high-yield farmland, and the supplement of arable land are mainly distributed in relatively poor location, having poor topography and hydrothermal conditions.For the above reasons,the research selected the second national land survey results (hereinafter referred to "second survey") for the prime data, in the guide of relevant documents of the Ministry of Land and Resource, the overall planning regulations, as well as relevant documents and technical regulations of demarcating prime farmland, without considering the impact of external interference (administrative intervention, etc.) of demarcating prime farmland, following the prime principles that demarcating prime farm land according to the law, ensuring the quantity and improving quality, stabilizing layout and clarifying the conditions, setting the standard prime farm land as technical judgment to the actual program.Basing on the above principles, this study constructed relevant indicators from natural conditions, socio-economic conditions, traffic conditions and other conditions and proposed index system of demarcating prime farmland.Factors of the above indicators, under the premise from the local administrative intervention to Longmen County,Guangdong Province.for example,prime farmland demarcated program to work out based on this study,the prime farmland demarcated and delineated program were compared with Longmen County, the existing prime farmland demarcated program evaluation judgment to adjust the layout of the prime farmland in Longmen County, the existing planning in strict accordance with the relevant requirements of the prime farmland demarcated.According to comprehensive evaluation, the current overall score of prime farmland demarcated programs of Longmen country is77.4, which is ineligible in accordance with the standards developed in this study.The most fundamental reason is that existing programs is strongly affected by administrative intervention, only completing the issued assignments, and the rest of the corresponding indicators are basically not been completed, especially the plot scale, arable land transportation routes distance indicators.The breakthrough of these indicators reflects the deep-seated local administrative intervention, no high-quality arable land including in the prime farmland protection. At present, China land-use management tools is more extensive. Particularly in land use overall plan for the establishment of indicators, failed to local conditions the decomposition of prime farmland protection task indicators failed to integrated protection and development of some areas, the relationship between efficiency and faimess.The distribution of prime farmland protection index is not reasonable enough in some places. At a higher level forced policy pressure, in order to consider their own development, local government will inevitably lead to take place in the protection of prime farmland taking "edge ball "way. Protection of arable land to some extent, is out of control.
