Industrial clusters as an important regional economic organization, not only greatly promoted the development of regional economy, and also enhance the competitive advantage of regional industry in domestic and international economic development, play an obvious leading role in the world Economic development. Researches has proved that entrepreneurial talent is the most fundamental factor for cluster evolution, plays a key role in the development of industrial clusters, and cluster formation from enterprising, provides resources and environment for entrepreneurship. The interaction between the two has caused a strong joint force in regional economic development.Therefore, study on the interaction mechanismhas of entrepreneurial talent and industry cluster has important theoretical and practical significance.First, based on organizational learning theory, using empirical methods, this study focused on the incubation effect by industrial clusters on entrepreneurship, verify the influence of collective learning and knowledge spillovers on entrepreneurial talent. Then this study demonstrates the influence of widespread industrial cluster collective learning and knowledge spillover effects on entrepreneurial talents. Using information fusion theory, this study proposes a new view in knowledge integration, build a model of entrepreneurial talent incubation in cluster, through the Granger Causality test and the SEM, this study verifies that internal and external knowledge linkages not only have causal relationship on the number of entrepreneur incubation, and also positive relationed to incubation quality.Secondly, based on industrial economic theory, using empirical analysis and simulation methods, this research studies the reverse promotion effect of entrepreneurship on the development of industrial clusters. This research explores the intermediate transformation effect of entrepreneurial talent within industry cluster knowledge competitiveness to capital competitive strength, summarized the process of entrepreneurial talent optimize the allocation of capital, advance technological and promote industrial clusters economic growth and technological progress, The simulation shows the way of entrepreneurial talents transform knowledge into new products and production processes, using "imitate"and "innovation" to intelligent other individuals and contribute to industrial cluster, achieve the overall technology and improve the efficiency in moving to technological frontier. By helix assumption and SEM examination, through posing hypothesis and carrying out empirical test, this paper confirmed that the interaction between industrial clusters and entrepreneurs complies with the rising spiral algorithm, thus translate the qualitative analysis of the interaction process into a combination of qualitative and quantitative analytical framework.Third, based on Schumpeter's innovation and economic cycle theory, this research use empirical methods to study the interaction mechanism between industrial clusters and entrepreneurship. This research proves that the supportive role of industry cluster is depend on it's characteristics, with different economic characteristics, the incubation effect and hatching patterns will be different, and the entrepreneurial's reverse force will be different too. Therefore, the study adds the elements of human capital and economic capital, devides the promotion effect of entrepreneurship to industrial clusters into capital gains and non-capital gains. Construct different interaction mode of the industrial cluster which entrepreneurial talent. Finally, through regression method of the national industrial clusters data, this research verifies the interaction model. Confirmes the long term balance level of entrepreneurship and industrial clusters development, calculates the different incubation strength, and the resive rate when system deviation from the equilibrium.Finally, according to the interaction mechanism of industry clusters and entrepreneurial talent, this study establishes the double helix model, simulates the neural network approach to building the economic forecasting system. Using self-organizing map neural network model to discriminant the develop mode of industrial cluster, using self-organizing GMDH algorithm to selectes the best expression of industrial clusters Capital, as the neural network input and output, and then import the neural network to simulation analysis, thus avoides the shortcomings of traditional statistical methods which is can not cover the non-linear relationship, and completed the establishment of the economic forecasts interactive system. According to these research findings, this study constructes the double helix interaction model of industry clusters and entrepreneurship, gives more objective and depth excavation to the field of industrial clusters and entrepreneurship.The view this study has proposed is a consummate to existing research, the empirical statistical based on domestic industry cluster data presented closer relationship to reality between the two. The Construction of double helix model provides new direction for the interaction research between entrepreneurial talents and industry cluster.
