Research On Innovative Culture Of Agricultural Research Institutes

The culture construction of agricultural research institutes is an important factor of the promotion of sci-tech independent innovation capacity, which affects and restricts the innovation capacity promotion and the sustainable development of agricultural research institutes.A study on the theory and practice of innovation culture was deeply conducted in this paper from the angle of organizational culture by using information management, system, sociology and psychology as the basis of theory analysis and by adopting some research methods (such as systematic analysis, questionnaire investigation and demonstration analysis). Also, the evaluation indicator system of innovation culture of agricultural research institutes was constructed in this paper. All of these provided some ideas and proofs for conducting the research and the construction of innovation culture of agricultural research institutes.The innovative results were following.Firstly, this paper analyzed the innovation culture conception, connotation and characteristics of agricultural research institutes of our country. It means that the summation of advanced value culture and expression form related to the whole value guideline that was formed in the technological innovation activities of agricultural research institutes. It is a kind of culture that benefits and inspirits innovation, and its essence is the figure of advanced value culture. The innovation culture of agricultural research institutes includes four subsystems (value culture, behavior culture, system culture, and park cutlure). There was the interaction among these subsystems.Secondly, this paper put forward the approaches and principles of innovation culture construction. The construction of innovation culture might be carried out from the four phases. i.e., culture diagnosis, propaganda guide, content construction, solidification and deepening. The advanced value culture system and the behavior, institution and park culture systems benefiting innovation should be gradually established. It also presented four principles needed in the establishment of the above systems.Thirdly, this paper established an evaluation system of innovation culture of agricultural research institutes. Based on investigation and data analysis of thirty-one research institutes of Chinese Academy of Agricultural Sciences and thirty-seven agricultural research institutes of different provinces, this paper creatively established this indicator system evaluating the innovation culture of agricultural research institutes in the field of agricultural research. There was the one-to-one correspondence between the design of indicator and the four subsystems of innovation culture. The indicator design includes four secondary indicators and fourteen tertiary indicators. The author evaluated the soft strength of four research institutes using this indicator system, which validated the support effect of innovation culture on the agricultural research institutes in a certain extent.Meanwhile, an overall empirical analysis was conducted in this paper for the Chinese Academy of Agricultural Sciences and the Guangxi Academy of Agricultural Sciences, which approved the scientificalness and rationality of innovation culture discussion. Some specific policy suggestions were presented in this paper from the angles of the construction of innovation culture and the promotion of sci-tech independent innovation capacity of agricultural research institutes, which could provide the powerful proofs for the policy making of our country and supply the guide advice for the innovation culture development of agricultural research institutes.
