During the planned economy period, China had built a science and technology system using the administrative as the major management which had learned from the Soviet Union’s advanced experience. As the precise sci-tech system helped China to improve the sci-tech ability and consummate the sci-tech structure, the new requirements of the new environment in the new period made the problems of the system prominent, such like sci-tech was disconnected with the economy, sci-tech resources were decentralized, sci-tech research institutes were exanimate. The Chinese economic reform was developing fast and the sci-tech system had reformed marketable, they improved China’s sci-tech ability prominent, built the situation of sci-tech development followed economic development.However, the planned-economy system was a burden on sci-tech system. China was still a developing country at the present stage, it asks for higher requirements of sci-tech development. Meanwhile China can’t make government out of the management of protecting special scientific research achievements and developing strategic research. There is the only way of Chinese sci-tech institutes to improve the sci-tech ability and transfer the sci-tech research achievements is marketization reform. Nowadays, the sci-tech system reform is in the critical period, it must take improving China’s independent innovation capacity as its goal and continue deepening the reform of the sci-tech system.The reformed scientific research institutes were the main carrier of China’s independent innovation capacity, grown nicely. But the developments of reformed scientific research institutes still are not enough. They got multiple problems on human resources management, independent innovation capacity improvement and policy disposition. This paper analyzes the three problems, takes Chongqing Material Research Institute for example, discuss the role of human resources structure, establishment effective mechanism of employing, outstanding enterprise culture’s construction, and theirs relationship with talents team-building. Reviews the ways of independent innovation capacity improvement with the idea innovation, incentive system innovation and uniting between introduced technologies and independent innovation. At last describes the macro-policy of finance, the intellectual property and the sci-tech intermediary service.
