Study On The Invest And Financing Operation Mode For Infrastructure Construction

Infrastructure is not only the foundation of economic development but also the key factor for social continual development. The lack of fund and efficiency problem of city infrastructure construction in our country was the obstacle of the city economic continual development. Broadening financing channel and impelling financing mode multiple was the effective method for the problem.In China, BT mode, as the new and specific project financing mode, was used for governmental infrastructure financing construction gradually in recent years. But for the short develop time, the BT operation was in search period without mature operation mode for reference. Infrastructure BT project had characteristics of long construction period, large amount of investment, great risk and complex construction without reference of construction standard. So, there appeared many nonstandard operations to negatively affect the infrastructure financing field healthy development in our country. Normalizing and perfect financing, construction and management of BT mode were necessary. Based on mentioned above, this paper studied on infrastructure invest and financing operation mode systematically as to apply beneficial reference and instruction for later other infrastructure BT operation aiming at abundant exertion of BT management advantage.This paper used theoretical and empirical method to study BT invest and financing construction and management mode roundly and profoundly.This paper studied the basic concept, principle and relative theory of infrastructure invest and financing construction systematically. According to item differentiating theory and public property theory to definite the basic attribute of infrastructure. And, clarifying multiple investments and financing mode realization was basic orientation of infrastructure creation. Applying BT mode to project financing construction was the effective way to solve the difficulty financing problems in infrastructure especially non operating holding infrastructure and public project.The basic connotation and characteristic of BT financing construction mode were studied in the paper, making definite deference between BT mode and other mode as general contract and advancing contract. By comparison analysis with other construction mode, characteristics of law of BT mode was recognized. In the meantime, the application condition, environment and area of BT mode were studied with roundly analysis for its dominance. All these made firm foundation for choosing reasonably financing mode and to direct BT project financing construction operation. The law relation between main bodies of BT financing project participation was studied. Through contract relation, economic relation, work relation of participation under BT mode, operation, mode and characteristics of BT mode were studied with definite key problems need to be pay attention during BT mode operation.Risk analysis and management principle and process of BT mode in infrastructure were studied. According to BT project specific characteristic and risk classification, game for risk prevention of BT project financing was studied systematically and the method and measures for BT project financing construction risk prevention was presented as well. On the basis of the theories mentioned above, risk analysis item system was built with fuzzy and manual neuro net work methods.On the basis of theoretical study, the successful operation practice of BT engineering project in BiGui Road and RongGui road in ShunDe district, FoShan city were analyzed systematically with empirical study on its investment and financing mode, management mode and operation mechanism. The practical experience were summarized and the complete operation process, advise and suggestion to perfect BT project financing operation mode were presented. All these had certainly reference meaning for infrastructure BT mode in our country.
