Evaluation And Positive Study Of The Performance Of The S & T Business Incubator In China

In today's world, Business Incubator is already one of the tools in all the governments'"Tool Kit of Policy"in promoting the development of small and medium-sized businesses. The S&T Business Incubator provides the society with certain would-be public products such as small and medium-sized S&T businesses, entrepreneurs, job opportunities and newly increased taxes. Affected by the organization's internal and external factors like the target and task of the organization, the ownership of the organization, the design of its development, the expectations of its service, its decision-making process, its incentives and means of evaluation, the incubator is itself lacking in a clear-cut profit bottom line and extorting right of surplus interest, and the subjects of its service are just as lacking in the knowing right of products and services. Meanwhile, absent self-discipline and reciprocal discipline mechanisms,"willing spirit"is often cocooned by"willing shortage". Therefore, the S & T business incubator will not automatically reach an agreement between fairness and efficiency; and the evaluation of its performance is even more difficult than that of the performance of ordinary profit businesses, with some of its apparent special characteristics.With the steady improvement of market mechanism and the transformation of governmental functions in China, the S & T business incubator is developing rapidly, but because it is still at its initial stage, the making or revision of many of the relevant rules and laws are still under way. It is under such circumstances that the author takes"A Study of the Performance of the S&T Business Incubator in Our Country"as the title of doctoral dissertation and attempts to probe deeply into the performance evaluation of the S & T business incubator in our country.The concepts of relevance and similarity in relation to the performance evaluation of the S & T business incubator have been clarified firstly, such as the general definitions of management of performance and performance evaluation as well as the given contents of the performance of S & T business incubator, performance management and performance evaluation, etc. Based on the review of the literature both at home and abroad, and according to the actual reality of the S & T business incubator in our country, the differences of the S & T business incubator both in China and in other countries, the shortages of the performance evaluation of the S & T business incubator abroad in terms of contents and methods together with the limitations of its application in our country, and that adequate attention has yet to be paid to the S & T business incubator in our country have been pointed out in Part 1. At the same time , the author puts forward a viewpoint that it is necessary to effect a creative design of the performance evaluation of the S & T business incubator in our country.The theoretical foundations of the performance evaluation of the S & T business incubator have been elucidated in Chapter 3. Basically, the super title theory, agency theory, resource reliance theory, interest-related parties theory, system economic theory and customer satisfaction degree theory as involved in politics, sociology, economics and management theory are applied in the field of performance evaluation of the S & T business incubator, where the author makes a textual analysis of the theoretical significance and causes and a analytical study of the adaptability theoretical foundations.The key elements at work in performance evaluation of the S & T business incubator have been found out by analyzing main components and constructs a key factor model of the S & T business incubator from the perspective of interest-related parties, namely, the political performance, financial performance, process performance, service performance and social performance of the S & T business incubator in Part 2. In political performance, the author states the input-process-output pattern of the S & T business incubator by applying specific evaluation contents; in financial performance, she makes a positive analysis and textual study of a S & T business incubator in Nanjing by using"financial weakness"indexes; in process performance, she gives a briefing on evaluation factors in operation of the S & T business incubator; in service performance, she attempts to measure and evaluate the service performance of the S & T business incubator with the aid of customer satisfaction degree theory; in social performance, she transfers the social performance evaluation model of foreign businesses to the social performance evaluation of the S & T business incubator in our country and effects a correction of evaluation indexes based on the actual reality of the S & T business incubator in our country.According to the key factor model, a 3-class index system of the performance evaluation of the S & T business incubator has been constructed in Part 3, including the aspect of target, 5 first class indexes, 28 second class indexes, which can be used to serve as a tool in performance evaluation of the S & T business incubator in our country as they are either qualitative indexes or quantitative indexes, with a consideration of both medium-term and short-term indexes. But in application, only under the pretext that it is attached with some specific indexes can this tool be used to evaluate a given category or a given the S & T business incubator.After introducing and analyzing the application and limitations of the grey comprehensive evaluation method in the performance evaluation, the author the grey comprehensive evaluation proposes method has been made better to applie to many samples'data and quantitative index of the performance evaluation of the S & T business incubator in Chapter 6. The author makes an initial study of weight assignment and index assignment, etc.Twenty-five the S & T business incubators located in Jiangsu Province have been taken as samples in Part 4 and the author makes a comparative analysis and positive study of the performances of the S & T business incubators in South Jiangsu, Central Jiangsu and North Jiangsu. Some relevant strategies of upgrading the performance and performance evaluation of the S & T business incubator in our country have been suggested.Lastly, the author draws some brief research conclusions and points out the limitations of this study.
