In recent years, with an increasing global competition between enterprises, the view that human resource is the crucial strategic resource to compose the core competence of an organization is more and more accepted by domestic and foreign enterprises. Performance management is one of the most important functions of human resources management system. A well-functioning performance management system can promote the realization of enterprise’s goals, create high-level employee performance and provide support for sustainable development of enterprises. Since our country proposed the strategic initiatives of building an innovation-oriented country, the technology business incubators as an important part of the technological innovation system, are facing new opportunities and challenges. This requires that technology business incubator must optimize and innovate its mechanisms, particularly in the area of performance management, improve service performance to maintain vitality and advantages in new competition.In this paper, we studied XB Business Incubator Development Center, carefully analysed its present state of performance management by collecting large amounts of data and conducting on-site investigation which based closely on its industry and corporate background,. Furthermore, from the perspective of corporate strategy, we launched a multi-level and comprehensive study of the existing problems of performance management of XB Center and the causes. Combined with research results related to performance management and strategic objectives of XB Center, we optimized and corrected the original performance management system of XB Center by applying the conception of Balanced Score Card and the method of key performance indicators. Research and study of the performance evaluation index system aimed to XB Center, department, staff, respectively. At last, we constructed a scientific and effective performance management system, which including planning, implementing, evaluating, feedback and improvement, and results utilization of performance, then analysed and summed the function and effect of the new system in practice.The new performance management system has a certain degree of improvement in the aspects such as the combination between evaluation indicators and development strategy of XB Center, systemization of indicators, and communication and feedback mechanisms. We hope these achievements can play a positive role in promoting the organization performance and realization of strategic objectives, and providing theoretical and practical reference to other similar researches.
