In recent years,under the call of "mass entrepreneurship and innovation",scientific and technological innovation enterprises have mushroomed across the country with rapid expansion in number and scale and continuous improvement in development level,among which technology business incubators have played an irreplaceable role.Science and technology incubator is an important carrier to promote scientific and technological innovation,implement innovation-driven,and realize scientific and technological self-reliance.Under the new normal of economy,improving the carrier support capacity of science and technology incubator plays an important role in high-quality economic development,which can effectively enhance the vitality of market economy and cultivate better market innovation and development subjects.According to relevant statistics,although the total amount of A city in S province is large,there are serious homogeneity,unbalanced development.Many incubators have single functions,which is difficult to meet the needs of science and technology enterprise incubation and restricts the high-quality development of innovative enterprises.There are some shortcomings in the management of science and technology incubators,of which performance management is an important link.The performance management of science and technology business incubator covers two very important links,process and performance,which promote and restrict each other.The process is an indispensable link for the achievement of results,and the results are also the ultimate goal of the process.When measuring the performance of science and technology business incubator,both process and result should be taken into account.At the same time,the performance should not only promote the incubator to play a greater service function,but also improve the efficiency and quality of service,so as to cultivate more scientific and technological innovative enterprises for the society.This paper focuses on the research and analysis of the basic situation of the development of science and technology incubator in A city of S province,finds out the problems existing in the development of science and technology incubator in the city,and on this basis,focuses on the research and analysis of the performance of science and technology incubator enterprises in A city of S province.The paper has used DEA method for research and analysis,and put forward the countermeasures and suggestions to promote the high quality development of science and technology incubator.In this paper,data envelopment analysis(DEA)method is applied to establish a relatively perfect performance evaluation index system of science and technology business incubator.The input and output of the incubator can be analyzed according to the designed indicators.In this way,the performance of science and technology business incubator in A city of S Province is comprehensively and deeply evaluated.The data in this paper mainly comes from the statistical data of Torch Center in 2022.Through scientific data sorting and model calculation,the incubation efficiency and scale efficiency of science and technology business incubators in A city of S Province are analyzed and studied,and the ranking of science and technology incubators in the city is made.At the same time,countermeasures and suggestions to improve the performance of science and technology business incubator in A city of S province,such as emphasizing talents and differentiated development,are put forward,hoping to provide reference for the operation of science and technology business incubator,and also hope to provide help for related research.
