Research On Agricultural Labor Transfer Of Yanbian Autonomous Prefecture Of Jilin Province

With the development of social economy, labor transfer inevitably occurs in a large number, from agriculture to non-agricultural industries, from rural areas to cities, which fits with the first Clarke theorem. Agricultural labor transfer is not only the major issue that our country must face to realize industrialization, it is also one of the important ways to solve the "Three Rural" problems. This research selects Yanbian Korean autonomous prefecture of Jilin province as analysis object for its regional features. In recent years, a fraction of agricultural labor flows into Jilin province, Bohai bay and coastal cities, and a considerable number of people, taking the advantages of location and language, "flow" into South Korea and Japan. Agricultural labor transfer has promoted the sustainable agricultural development of Yanbian autonomous prefecture, increased income of farmerss and promoted regional economic growth. But in the process of transferring, a lot of problems have emerged, such as small transfer quantity, low transfer quality, short transfer history, imbalanced transfer field, and simultaneously, agricultural labor transfer has to some extent initiated imbalance of population development of Korean nationality, chaos of values, lack of educational security of the left-behind children. The strengthening of agricultural labor transfer of Yanbian autonomous prefecture to promote its economic development and social progress becomes a pressing issue of the present time. According to current situations, it is vital, theoretically and technically, in depth and systematically, to analyze and probe into the effective transfer environment, characteristics, transfer power, positive and negative effects, influencing factors, training mechanism and policy suggestions of agricultural labor in Yanbian, which not only concerns the construction of a well-off society, but also stability and development of frontier areas in our country.Through scientific investigation, analysis and research, based on the analysis of present situations and characteristics of agricultural labor transfer in Yanbian autonomous prefecture of Jilin province, using comparison analytic method to evaluate the performance of agricultural labor transfer, applying linear regression model to analyze influencing factors of agricultural labor transfer, using Logistic model to analyze will behavior of agricultural labor transfer, the exports of agricultural labor in Yanbian autonomous prefecture to South Korea were discussed, the influences of agricultural labor transfer to South Korea on economy and society of Yanbian autonomous prefecture were analyzed and the educational training mode and operation mechanism of promoting agricultural labor transfer were studied. Based on the Todaro model and lewis' model of agricultural labor transfer path analysis, a set of agricultural labor transfer systems were designed, with the intention of providing alternatives for governmental policies of Yanbian autonomous prefecture of Jilin province by empirical study, of realizing quick and good transfer of agricultural labor of Yanbian autonomous prefecture. The research content includes:1. An analysis of present situations of agricultural labor transfer in Yanbian autonomous prefecture. Based on the understanding of agricultural labor transfer in Yanbian autonomous prefecture of Jilin province, according to statistical yearbook and data from questionnaire survey, using a statistical analysis method, the present situations of agricultural labor transfer in Yanbian autonomous prefecture of Jilin province were analyzed, a general description of the present conditions of agricultural labor transfer was conducted, and its own characteristics were summarized setting foot on national resources, including language resources, overseas kinship resources and product resources of national features. Firstly, a multinational and trans-regional flow is given priority to, therefore, the proportion of the local transfer flow is relatively less; secondly, women are predominant in labor transfer; thirdly, industry product exports promote agricultural labor transfer.2. An analysis of the performance of agricultural labor transfer of agricultural labor transfer in Yanbian autonomous prefecture. By agricultural production function estimates, the function of agricultural labor transfer is known to be negative, surplus labor exists in agricultural production in Yanbian autonomous prefecture, and when agricultural labor transfer increases by 1% in quantity, agricultural output increases by 0.8540%. Agricultural labor transfer is beneficial to scale management of agriculture, agricultural mechanization, and promotes sustainable development of agriculture; Agricultural labor transfer improves labor efficiency and farmers' quality, increases farmer's wage income and promotes farmers'income. Farmers'income and agricultural labor transfer quantity are closely correlated, and when agricultural labor transfer increases by 1%, per capita net income increases by 5.59%. Agricultural labor transfer improves labor resources allocation efficiency, and through working outside, farmers have their income flow back, which promotes the growth of regional economy.3. An analysis of the exports of agricultural labor in Yanbian autonomous prefecture to South Korea. Relying on unique geographical and popularity advantages, agricultural labor exports of Yanbian autonomous prefecture to South Korean have developed rapidly, Yanbian has become the main area of labor exports to South Korea, and Yanbian Korean nationality has become the main force of labor exports to South Korea. Foreign labor income has surpassed regional finance income for many years and labor economy has become the pillar industry of Yanbian. Nevertheless, labor exports have also triggered off such social problems as imbalance of some extent of population development of Korean nationality, widening of wealth gap among families, excessive consumption, chaos of values, lack of educational security of left-behind children, etc.4. An analysis of influencing factors of agricultural labor transfer in Yanbian autonomous prefecture. Using linear regression model to conduct a correlative analysis of factors influencing agricultural labor transfer, the results showed that ratio of urban and rural income, total power of agricultural machinery, proportion of first industry added value of GDP, cultivated land per capita area, agricultural labor productivity, urbanization rate, natural growth rate of population and proportion of rural labor with junior secondary education or above all have relatively direct relationship with agricultural labor transfer. Using Logistic model to analyze will behavior of agricultural labor transfer, the factors influencing will behavior of agricultural labor transfer were determined. The results show that nationality, educational background, receiving training or not, family scale and governmental support all have significant relationship with agricultural labor transfer.5. An analysis of agricultural labor transfer training in Yanbian autonomous prefecture. From the perspective of supply, desire, characteristics and constraints of their own of agricultural labor were studied, and from the perspective of demand, professional requirements of the main industries in which agricultural labor are mainly engaged were studied; in the process of training, a thorough analysis of the mainly existing problems of agricultural labor employment and their reasons was conducted, and a distinct, efficient and convenient agricultural labor transfer training system and training network were constructed to promote standardization, legalization and extension in time of agricultural labor transfer training system.6. Conclusions of the research and suggestions for governmental policies. According to the problems existing in the process of agricultural labor transfer of Yanbian autonomous prefecture, some innovative feasible countermeasures were proposed concerning educational training, social service, system construction and entrepreneurship support. "Brand awareness" was put forward, and the recognition of creating famous brand of labor exports of Yanbian autonomous prefecture should be elevated to a new level.This research is meant to be innovative in the following key issues:1. Ascertaining the situations. On the basis of extensive research, scale, strength and structure of agricultural labor transfer in Yanbian autonomous prefecture were ascertained, basic characteristics of agricultural labor in Yanbian autonomous prefecture were summarized, performance of agricultural labor transfer in Yanbian autonomous prefecture was analyzed, influences of agricultural labor exports to South Korea on economy and society of Yanbian autonomous prefecture were discussed.2. Aiming at problems existing in the course of agricultural labor transfer in Yanbian autonomous prefecture, pertinent suggestions were put forward:agricultural labor transfer should plan as a whole flow both at home and abroad, outflow and inflow, and transfer and starting a business of one's own. Theses suggestions provide complete and systematic suggestions on policy making for the relevant governmental departments.
