Since the process of reform and opening-up have been proceeding, in the view of different levels of economic development in different areas, the government relaxed the management of household registration system and it began to appear the phenomenon of population flow. It can not be ignored that the number of the floating population has been much bigger than before.As the largest settlement of the Korean nationality of China, Yanbian Korean Autonomous Prefecture is located on Jilin province. It is located on the north shore of the Tumen River in the China-North Korea border and borders of three countries. It has a great impact on our national security and social stability. On account of the low level of economic development, and few job opportunities in Yanbian area, the rate of the outflow labor force increased. In the early 1980 s, the natural growth rate of population in Yanbian area had fallen below the replacement level. Even more, the total population of Yanbian area had a negative growth in the 1990 s and still decreased continuously. And, Yanbian area is one of the regional areas where the flow of population is rapidly in China. The local economy and society are greatly influenced by the high proportion of the population outflow.The floating population surveillance survey conducted by the National Population and Family Planning Commission in 2011 and 2012 suggested that the rate which the male labor accounted for is 4% higher than that of men than those of women. Nearly 90% of the floating labors are Chinese Korean, and the majority of the flow labors is single or first marriage. Most of them only had a low level of education and just received junior high school education and senior high school education, each accounted for 63.44% and 20.56%. The main way for labor force to flow iscross-border outflow. They are willing to choose South Korea as their destination.There are about 85% floating labors who are agricultural household registration. The main reason that they choose to outflow is economic purpose.The results of our binary logistic regression show that marital status, level of education and experience of going out are significant factors and the main factors for flowing. Compared to the labors who do not flow outside in Yanbian area, the unmarried ones are more likely to outflow than the married ones; the labors with higher educational levels have much stronger flow of consciousness; the labors who have experience to work outside prefer to go outside again rather than work in their hometown. It is a profound impact on Yanbian area that a large number of labors are flowing outside. It increases the fiscal revenue of the government of Yanbian area, its household income foreign exchange reserve. The phenomenon of the floating labor force changes the original industrial structure. However, it leads to population structure imbalance and passive aging. Too many female labors go out to work,therefore a large number of marriageable young men can not get married in time.What’s more, it reduces the stability of marriage and increases the divorce rate.Left-behind elderly and left-behind kids can not be well taken care of. It leads a series of social problems. The research data show that more than 80% of the outflow labors in Yanbian area are Chinese Korean. The proportion of total Korean population is much too low. It may threat the national security in Yanbian area.Now, it is the period of social reform and transition of our country. With the strategy “one belt and one road” put forward, Yanbian Korean Autonomous Prefecture is one of the benefited areas. People in Yanbian area should catch this precious opportunity. So I suggest that accelerate economic development and promote the new urbanization process of Yanbian area. Strengthen the management of the left-behind people and the training of floating labor force. Guide the way of the labor force outflow and encourage floating labor force to go back home to work.
