System Construction And Empirical Study Of Organization Performance Management On Military Enterprise Based On The Process

Implementing performance management effectively is of great significance for improving the core competitiveness of the enterprise.Military enterprise is an important part of the economic system in China,as a special group at the same time,many problems still exist in the practical application of performance management,this paper adopts the method which is the combination of the theoretical analysis and empirical research to study the performance management system of military enterprise synthetically.At first,based on the summary of domestic and foreign research status,this article come up with the organizational performance management model which is based on the process of military enterprise.Centered on organizational business process of enterprise,the model decompose the enterprise strategy and management target into plan of process performance level-by-level.Through the implementation and administration of process performance,process performance evaluation,performance feedback and improvement,a closed-loop control system of performance is formed based on process.At the same time,aiming at the process of performance management,the paper put forward the monitoring method of process performance based on triangle fluctuations as well as concrete implementation steps,in finance,production,quality,procurement,sales and other basic data platform established by planning department,production department,quality department,purchasing department of military enterprise,the method control quality,cost,schedule and other key performance indicators from implementation process of performance plan in time which would also alarm and prompt when abnormalities appear by applying control method of statistical process to ensure the implementation of performance targets effectively.Secondly,the paper constructs the military enterprise organization performance management system based on process control,on the basis of the basic data management platform of military enterprise,the system mixes performance planning system based on development strategy,implementation performance based on process control system,performance evaluation and incentive system based on the results of management,performance improvement and promotion system based on deepening system together,which can provide reference for implementation of performance management in military enterprise.Finally,taking Chongqing Jianshe Industry Corporation as an example,the paper carries out the empirical research about the theory and method,it also summarizes organization performance management and the main methods of related system construction of Chongqing Jianshe Industry Corporation.What is more,it analyzes the effect of the implementation process and the insufficiency.
