At present, high-tech industry possesses considerable scale and powerful advantage of R&D and innovation. The advantage is in favor of building up conversion capability of industrial structure, advancing industrial structure optimization. The paper is focused on the effect of innovation capability of high-tech industry on industrial structure optimization, which mainly intends to analyze the influencing mechanism and actual effects, and put forward some suggestions for China to develop innovation capability of high-tech industry better. The research mostly spreads from the next four aspects.Firstly, in order to define the core definition—the innovation capability of high-tech industry, the paper summarized the interrelated theories and quantitative empirical researches, including the theory of industry innovation, dynamic capability, industry relevancy and industry network, their reference meaning and deficiency are also pointed out, which are served as the theoretical basis of the following studies.Secondly, based on the innovation capability of high-tech industry, the paper built the theoretical frame to analyze industry structure optimization. Furthermore, the innovation capability of high-tech industry is divided into three dimensionalities, that is, S&T innovation capability, capability of innovation transform and pervasion, capability of supporting innovation of environment and system. And study the mechanism of them leading to the industry structure optimization.Thirdly, empirical studies includes two parts: one part is carried out to examine the effects of innovation capability of high-tech industry on industrial structure optimization; the other is carried out to examine the effects of innovation capability of 5 high-tech industries on industrial structure optimization.⑴Estimating the innovation capability of high-tech industry and 5 high-tech industries and industrial structure optimization from 1995 to 2008.⑵Examining the relation of them and drawing these conclusion: Innovation capability of high-technology industry and industrial structure optimization are positively correlated and the correlation is very high; From long run, the innovation capability of high-tech industry (IC)and three dimensionalities(X1,X2,X3) takes on cointegration with industrial structure optimization(Y). And Granger cause test shows that IC,X1,X2 and X3 are all the causes which result in the change of Y. Innovation capability of different high-technology industries take on cointegration with industrial structure optimization(Y). And Granger cause test shows that they are all the causes which result in the change of Y. But three dimensionalities (STi, TAi and ESi) of different high-technology industries take on different effect on industrial structure optimization(Y).To sum up, enhancing innovation capability of high-technology industry and industrial structure optimization will bring industrial structure optimization.Finally, in the basis of the result of empirical studies, the paper put forward constructive opinions, that is, pushing large-scale management and clustering; supporting national high-technology industry; increasing R&D expenditure and efficiency in uses and intensifying construction of infrastructural facilities in innovation.
