A Positive Analysis On The Economic Cooperation Between Jiangsu Province And Western Areas Of China

From the viewpoint of our country, the report of the 17th National Congress of CPC, the Twelfth Five-Year Plan, the Central Economic Working Conference in 2010 and the Government Work Report in 2010 have all emphasized the importance and urgency to promote the regional coordinated development. From the viewpoint of Jiangsu's actual situation, Jiangsu is a province which has abundant economic potentialities and massive populations, but short at resources and lands. Along with the further development of the industrialization and urbanism, the shortage of resources and energies, the intensified environment pressure and the enlarged development cost have become three restraints. To strengthen the economic cooperation, fully use the mid-western areas' resource superiorities, realize the regions' common prosperity and progression have become important ways to solve Jiangsu's development bottleneck and realize the regional coordinated development.On the base of summarizing the other people's research on economic cooperation and development, the article systematically summarizes and appraises the bases and the potentialities, the mechanisms and driven forces, the problems in the economic cooperation between Jiangsu and western areas. And also the article raises up several policy choices for the further development.There are three foundations on the economic cooperation between Jiangsu and Shanxi: firstly, with the development of the transportation industry, the distance between the two provinces has been greatly shortened. Secondly, their region advantages and resource abundance are complementary. The open extent of Jiangsu is high, and Shanxi is rich in resources. Thirdly, the two are different at the development period, the industry structure, the category of superiority industries. These differences can bring about the both win.The economic cooperation between Jiangsu province and western areas mainly has three driven forces. First, the need to adjust the regional industry structure and to shift the interprovincial industry; Second, the influence by the region investment to gather or disperse; Third, the need to enhance the enterprise's economic efficiency and the capacity of market competition. After years of development, the economic cooperation between Jiangsu province and western areas has already formed a macroscopic operate mechanism which the market mechanism as the leadership, the government's guide and impetus as the important guarantee, the regional economic cooperated organization as the main backing. The economic development is more and more marketization, regulation and standardization. The concrete operate mechanism between Jiangsu province and western areas are:to sign agreements and intention statements; to hold economic social symposium which the main provincial and municipal leaders, the correlated enterprises and the project unit take part in it; to form economic cooperation areas and establish economic cooperation offices; to set up the chamber of commerce, build the bridge between the government and the enterprise.The case researches on Yurun group and Xukuang group indicate that the cooperative projects between the enterprises of Jiangsu province and western areas are more excellent than the parent companies in Jiangsu on the aspects of the operation situation and undertaking the social responsibilities. The present development situation of the projects is well, and the future development potentiality is tremendous. All of these have fully proved that the cooperative projects' feasibility and the impetus function to the economic society of the cooperative provinces, and also explained the important roles the enterprises act in the economic cooperation.At present, there are still many problems in economic cooperation. In macroscopic aspect: first, because of the historic and realistic reasons, the equiality sense of economic cooperation has not yet completely formed; second, the organization and means of economic cooperation are not perfect; third, the policy support is insufficient. In microscopic aspect: first, the examination procedures are tedious, the relative examination governments are too many; second, the regional protectionism is vogue; third, the support policy and system are not consummate; forth, the legal environment is weak; fifth, the local industry is weak in management.Through the positive analysis, the case researches and the experience summary on the coordinated development between the regions at the abroad, the article gives the dependent ways and policy choices for the further development of the economic cooperation relationship between Jiangsu province and western areas. In order to expand the fields of economic cooperation and promote the cooperation level, in macroscopic aspect, we need to setup regional coordinated management authoritative organizations, to perfect the legislation on local coordinated development, to enhance the infrastructure construction, to further consummate the tax policy and so on. We also need to strengthen the regional cooperation consciousness of the local government, to build regional coordinated management organizations which are cross the regions, to innovate the merit systems, and also to fully display the driven forces of the big enterprises. Besides, in microscopic aspect, we should deepen the reform of examine and approve systems, standardize the local government's behavior, further consummate the support policy and system, improve the legal environment, strengthen the local industry's management, encourage and guide all social fields to participate in the economic cooperation.
