Microsoft, Google, Apple and other knowledge-intensive high-tech companies refresh the world top 500 rankings again and again, keep telling us that the source of competition has shifted from land, natural resources, capital to knowledge. Knowledge is the firm's strategic resources and an important source of competitive advantage in the Era of knowledge economy. Nowadays companies face a greater market space, higher uncertainty and rapid development of technology under economic globalization, which resulted in the amount of information and knowledge of market, science and technology increases suddenly. In this rapidly changing market environment and the information explosion, individual companies are difficult to grasp the latest knowledge and the technology about individual development and operation fully. Therefore companies need to search, to obtain valuable information and knowledge from outside companies constantly, and digest and absorb them, and become the firm-specific knowledge, so as to maintain their competitive advantage.Scholars have done many studies on inter-organizational knowledge management, such as social networks, enterprise networks, innovation networks. Most of the research were carried out from the perspective of the entire network, rather than from a single enterprise, which ignores the interaction between enterprise and innovation networks. The research on innovation network lacks the study on the real in-depth nature of the process of innovation and the practice guidance for enterprises, but also the lack of corresponding empirical studies. Therefore, this article researches step by step from the three aspects (the mechanism of inter-organizational innovation networks, the configuration of inter-organizational innovation networks, the performance of inter- organizational innovation networks) of the micro-level inter-organizational network.First of all, this paper analyses the mechanism of inter-organizational innovation network through the use of literature analysis from the perspective of the nature of knowledge. Then research the configuration of inter-organizational innovation network through the integrated use of literature analysis and case analysis. Finally, summarize the inter-organizational knowledge conversion capacity and study its impact on innovation performance through the integrated use of literature and empirical analysis. The following conclusions:1. This paper constructs the model of inter-organizational network of innovation management process in the micro-leve enterprise innovation. From the view of biology, interpret the attribute of knowledge, summarize the logic of harmonic, the group together, the variability of knowledge. Analysis of the internal laws of the knowledge innovation: the unity of the original harmony of nature and logic of knowledge, the unity of knowledge integration and knowledge inertia, the integration between the genes. Address three major components of knowledge innovation: the new stimulus of the external environment, the existing knowledge gene and the thinking capability. Based on the biological attribute of knowledge, construct the model of the process of knowledge innovation. Knowledge innovation is divided into five stages: stimulated, knowledge genetic, knowledge integration, the organic reconstruction of knowledge, knowledge diffusion. Absorb the bell-shaped curve of knowledge management from American Productivity and Quality Center(APQC), put forward the five stages of enterprise innovation management: motivation, creativity, implementation, theory, internalization. In the five stages of innovation, companies can link with outside experts, organizations, competitors, suppliers, research institutions, consulting agencies through various forms to establish channels for knowledge communication, and thus enhance the innovation performance and competitive advantage. The level dimensions of five stages and the vertical dimension of the two main agencies (within the organization and outside the organization), build the model of the process of innovation management of inter-organizational network.2. This paper analyses inter-organizational network characteristics, research the types of inter-organizational networks, and give the two typical types of inter-organizational knowledge innovation networks.Based on the inter-organizational network innovation process model built above, give the different nodes by which enterprises may communicate with the outside world, study different ways of coupling (loose and tight coupling approach link mode) to different nodes. According to three dimensions (the intensity of competition, degree of centralization, operating range), divide the inter-organizational network into four categories: franchise network, creative networks, value chain networks and collaborative network. Sum up the knowledge characteristics of inter-organizational network, direction and field. Direction of work includes process-oriented and content-oriented work. Field of work includes key field and extensive field. Then two categories of inter-organizational knowledge innovation network are proposed: innovative network and use network. Analyse two types of cases: Silicon Valley Network and the Toyota network.3. The inter-organizational knowledge conversion ability has significantly positive correlation effects with innovation performance.According to knowledge conversion theory, give the define of inter-organizational knowledge ability divided into the four abilities: social ability, external ability, combination ability, internal ability. Research and measure innovation performance from product innovation and workflow innovation. By summarizing and analyzing the research findings of scholars , give the underlying assumptions of the significantly positive correlation between inter-organizational knowledge conversion ability and innovation performance.4. This paper proves the significantly positive correlation between inter-organizational knowledge conversion ability and innovation performance through empirical analysis.Research targeted at the leading enterprises in the domestic communications industry, including Huawei, ZTE, etc. Through the questionnaire distribution, collection, collation, descriptive analysis, correlation analysis, regression analysis to the answers of high-level managers and engineers, the external capacity, the combination of capacity and the internal capacity have significantly positive correlation with innovation performance, however, the correlation between social capacity and innovation performance was not significant, which may be affected by the status of Chinese communications industry.
