The Formation Mechanism Of Knowledge-based Provincial Regional Economic Competitiveness

Since the tax sharing reform in the middle 1990s', the rights of Chinese provincial government expands day by day. Provincial economic growth is both the needs of realizing political achievements and the financial assurance to accomplish the responsibilities; hence the competitiveness of provincial economy becomes the hot point theoretically and practically. However, current studies focused mostly on the description of the phenomena, the research on the analysis of the formation mechanism is not enough and the role of government is also neglected. The inadequate attention on the above two factors leads to ineffiecient evaluation practically. The government development did not make differentiation strategy and finally the rapid and sustainable development can not be achieved.Based on economic theory, regional competitiveness theory, strategic management theory and knowledge management theory, this paper makes in-depth research on the formation mechanism of Chinese provincial economic competitiveness and the role and function that provincial government played in the formation process from the view of knowledge. The research contents are as follows:(1) Define the basic connotation of Chinese provincial economic competitiveness.(2) Analyze the components about the formation of Chinese provincial regional competitiveness and the interactions among those factors.(3) Build the formation mechanism model of Chinese provincial economic competitiveness. From the view of knowledge, analyze the micro-mechanism of provincial regional competitive advantage enterpriselly, industrially and provincially.(4) Figure out the status and mechanism which provincial government played in the formation of Chinese provincial regional competitiveness.(5) Taking Yunnan province as an example, this paper applies enterprise's case study, SAM multiplier model, industrial cluster's case study, panel data model etc. to make empirical research on the formation mechanism of provincial economic competitiveness and the relationship of provincial government capacity and provincial competitiveness.Based on the above research, we draw the following conclusions:(1) Provincial economic competitiveness consists of provincial operation capability and provincial dynamic capability; (2) Provincial operation capability and provincial dynamic capability are determined by the knowledge structure and intellectual activities in the region; (3) Chinese provincial government plays a leading role in the formation of provincial economic competitiveness. Provincial government may realize the promotion of regional competitiveness by changing regional knowledge; (4)Social accounting matrix (SAM) multiplier model has superiority in the selection of provincial competitive industry; (5)Yunnan province should promote its regional economic competitiveness from the area of government capability construction, regional system innovation, promotion of regional innovation ability and development of knowledge cluster.This paper has made some innovative achievements in the following respects:(1) Considering the domestic and international environment of province regional competitiveness and with the combination of the current development status, this paper build a generalized multiple diamond model as the basic framework to analyze provincial economic competitiveness; In domestic competitive environment, this paper also build a provincial compound double diamond model with each 5 factors inside and outside the province to obtain an effective tool to analyze provincial economic competitiveness's formation,.which widened the research content and scope of regional competitiveness and developed Potter single diamond model.(2) Explain the micro-mechanism of the provincial economic competitiveness formation from perspective of knowledge. Based on the perspective of knowledge, this paper established the basic analysis framework of competitive advantage combined enterprises, clusters and regions. Explain the formation mechanism of China provincial competitiveness from the micro-perspective of regional knowledge activities; analyze the basic sources of regional competitive advantage from the perspective of knowledge. All the above not only provided a new perspective for regional competitiveness research but also enriched the theoretical basis.To some extent, it solved the common problem of short of theoretical foundation encountered in the evaluation of provincial competitiveness.(3) Make clear definition and reasonable explanation about the role and function that government played in the formation of the provincial economic competitiveness. Adding government into the diamond model as the fifth key elements, this paper analyze the role and mechanism of provincial governments played in the formation of provincial economic competitiveness, and explicit the role and mechanism that provincial local governments played in Chinese provincial competition.(4) Discuss the formation and evolution of enterprise dynamic capability and government function from the view of knowledge, and strengthen the micro-foundation of provincial regional competitiveness formation theory.(5) Introduce social accounting matrix (SAM) model innovatively into the empirical analysis of provincial economic competitiveness and enrich the regional competitiveness research methodology system.
