The Formation Mechanism And Dynamic Evaluation Of Regional Knowledge Innovation Ability

With the rapid development of knowledge economy, knowledge has become an important production factor of economic development. At the same time, knowledge innovation is the process of knowledge production, knowledge flow, knowledge transformation and knowledge application. So the knowledge innovation has become an important driving force for the sustainable development of regional economy.Because of the economic regionalization trend is increasingly obvious, in order to promote the regional competitive advantage, China’s provincial administrative region are urgent to improve the ability of knowledge innovation.Although different scholars have studied the problems related to the regional knowledge innovation capability, also made some achievements. But the core problem, which is the formation mechanism of regional knowledge innovation capability, is not resolved. The formation mechanism of regional knowledge innovation capability is not clear.This leads to the existing models lack of solid theoretical foundation, which restricted the further development of regional knowledge innovation capability theory. And the views of scholars is not consistent with how to promote the capability of regional knowledge innovation. The key of the problem is to find out the key factors affecting the regional knowledge innovation capability, and make scientific assessment of knowledge innovation ability of every area.Therefore, based on the related theory of regional knowledge innovation capability,this paper analyzes the formation mechanism of regional knowledge innovation ability.What’s more,it applies the Means of Undrawing Level in Vertical and Horizontal Direction to evaluate the knowledge innovation ability of China provincial administrative region.On this basis, puts forward the countermeasures of promoting the regional knowledge innovation capability.This paper first discussed the meaning of regional knowledge innovation and its ability, and tried to find out themeaning of this research though reviewing and comparing related studies at home and abroad. Then, it explained the research ideas, research methods, technical route and innovations. Secondly, introduced the basic theory involved in this paper, and discussed the theoretical origin of the regional knowledge innovation ability. This defined the important concepts involved in this paper, and laid a theoretical foundation for the following research. Once again, found the elements of regional innovation ability and its influential factors in formation of it, and built a conceptual model of the factors affecting the ability of action. In addition, used social network analysis to identify the important factors. Then, I used the results establish an evaluation index system of regional knowledge innovation capability. And utilized the means of Undrawing Level in Vertical and Horizontal Direction evaluate the knowledge innovation ability of China’s 30 provincial-level administrative region in recent ten years. Finally,based on the formation mechanism and the evaluation results of regional knowledge innovation capability,this paper presents three aspects of regional knowledge innovation ability promotion countermeasure.The countermeasures include the establishment of regional knowledge innovation strategy,the construction of innovative platform and the promotion of innovation dynamic.From the formation mechanism, the dynamic evaluation and research methods,this paper attempts to deepen the regional knowledge innovation capability theory.On the one hand, based on analysis of related literature at home and abroad,this paper insights into the formation mechanism of regional knowledge innovation capability to make up for the blank of research.On the other hand, this paper use a new method to present a dynamic evaluation of regional knowledge innovation capability.
