The Study On Economic Development In Alashankou Port

As the bridgehead of the second Asia-Europe Continental Bridge, Alashankou Port is located in the northwestern of Sinkiang Uygur Autonomous Region, and it plays an important role during the westward opening-up strategy in China. Under the background of revitalizing the economy and promoting the development of the western region, Alashankou Port is facing an unprecedented new opportunity and broad prospects in its economic development. This article, according to the situation of Alashankou and the experience and models of economic development borrowed from home and abroad, based on a series of theories of economic development, using the detailed statistical data, standardized research and empirical research methods analyzes the economic growth and economic development of Alashankou Port, in order to find the sustainable development model of economy of Alashankou Port. Certainly, the result of the research will provide a theoretical and practical reference to the sustainable development of economy of the port and the region.The author has made some detailed description and scientific definition of the contents about the port and port-related economy in the first three chapters. The main ideas, methods and the contents of this paper have been presented on the basis of literature review from home and abroad. Then, several related theories of economic development are highlighted and presented, which will provide a solid theoretical basis for the further empirical analysis. Then, some analyses on the strengths, weaknesses, opportunities and threats faced with Alashankou Port in its economic development have been made before the empirical analysis is made. It gives an in-depth description about the current situation of Alashankou Port, as well as the environment of development, the experience and lessons and the direction of future development. All of these will provide a perceptual research information for the following researches and will also play a fundamental role in the economic development process of Alashankou Port.First of all, the author tries to find the internal economic relationship among the volume of customs clearance, which has the largest weight in the data of customs clearance, Alashankou import and export trade and economic growth by analyzing the relationship among them. The results show that:there is a two-way Granger relationship between economic growth of Alashankou Port and the volume of customs clearance, the clearance volume of railway cargo transit and highway cargo transit are both the Granger causes of Alashankou economic growth, but the influence, which is from Alashankou economic growth to the volume of railway and the volume of highway, is not significant. There is also a two-way Granger relationship between economic growth of Alashankou Port and the total import and export trade, and the import and export trade plays an significant role in promoting the Alashankou export growth both in the short term and long term. Then, the further analysis confirmes that the physical capital, labor, foreign trade, industrial structure and infrastructure work together on economic growth, but the contributions to economic development of different elements are different, All of these not only provide the metrology basis for the accurate grasp of the economic developing regulation, but also provide the scientific basis for the discussion of the economic development mode of Alashankou Port, and the countermeasures for economic development of port.There are something in common among different port economic models, but the differences are also significant. because almost every port model of economic development has its own characteristics. All of the ports make development by geographical features, its own advantages and its own characteristics of Alashankou Port, Chapter Five makes a selective analysis for five domestic models of port economic development, in order to find some useful references. According to the conclusions of Chapter Four and the facts that Alashankou Port is a big port among the land ports, the author proposes that learning the experience of Tianjin Port, and improving customs clearance efficiency of the port is necessary. At the same time, according to the investment multiplier theory, combining with the facts of Alashankou Port discussed in Chapter Three, the author proposes to learn from the model of urbanization, in order to promote economic development of the ports.Based on the previous analysis, Chapter Six starts from the main point of sustainable development, then puts forward some proposals which are setting up a city in Alashankou Port and planning the new administrative region. According to the point-axis theory and growth pole theory, the overall strategic vision puts "cross, vertical and surrounding" strategy mode and "two large and three small triangles" strategy mode forward, points out the development paths of Alashankou Port, argues the possibility of Jing River to become the second manufacturing center in Sinkiang, at the same time, analyzes the region background of development mode of Alashankou Port and the possibility of sustainable development relied on this center in the future. The comprehensive analysis of the previous chapters shows, that the port should rely on the location advantage to realize its functions, and play the certain role in opening-up along the border and the regional economic development. Then, the paper presentes a multi-objective equilibrium development mode for Alashankou Port. The mode includes five aspects, they are promoting the development of industries by new energy, promoting the urbanization by building comprehensive bonded areas or new town, strengthening cross-border economic cooperation, setting up an inland port network, which takes Alashankou Port as the mother port, inside and outside both Sinkiang and China, and taking Alashankou Port as a base to set up "outbound park" in Central Asia regions like Kazakhstan, etc. At last, the author makes some suggestions about promoting economic development of Alashankou Port from nation level, municipality level and its own level, in order to make reference for the economic practice of Alashankou Port.
