In order to realize the goal of our country from "port development big country" to "port development power", the country put forward the integration of port resources. Mainly is to integrate the three logistics focus on regional resources, three regions, including Yangtze River Delta, Pearl River Delta and ring Bohai Bay region, after years of development, many ports management technology and management level is not high, there are a large number of duplicate construction, cause resource waste, and can't meet the local economic development. Therefore, the port development strategy research has been hot issues. At home and abroad for study in the development of the port more, our country in the practical work in many of the planning unit mostly uses the SWOT qualitative analysis method, but with the needs of economic development and the development of logistics, port of our country also gives new content. The diversity of logistics also requires the diversity of our port, only using the SWOT analysis method can't be a good quantitative analysis. At this stage, China's port is still in a relatively early stage, there are a lot of port equipment needs to be updated, the quality of personnel also need to improve. Therefore, this paper uses SWOT and AHP analytic hierarchy process to analyze the internal factors and external factors quantitatively and qualitatively, so as to put forward suggestions for the development of port development in China. SWOT-AHP quantitative analysis can avoid the subjectivity and blindness of the strategic decision, and provides scientific theoretical basis for the development of the port.
