With the rapid development of science and technology and the advent of knowledge economy, Techno Park, as the important carrier of innovative power, has become more and more crucial and significant in leading economic growth through the advancement of technology. With the application of synergetic theories and a combined approach of theoretical and empirical study, this dissertation aims to explore the formation and operation laws of synergy mechanism of Techno Park system. Also, this dissertation, with its focus on the study of the synergy mechnism of the Techno Park system, proposes a brand new developing train of thought for the construction of the national Techno Park system, which can serve as an effective guideline to improve the synergistic effect of Techno Park system of China.Firstly, based upon an exhaustive review of the theories, development mechanism, and the development appraisal of Techno Park system both demestically and internationally, this dissertation puts forward the analyzing framework, contents and components of the Techno park synergy mechanism, and an analysisof the contents and components of the synergy mechanism is made, bringing forth the logic and contents of the research. Also, it defines the Techno Park system as a trinity, consisting of park subsystem, school subsystem and community subsystem. Besides, it proposes an analyzing framework, based on the mainline of preconditions---process realization---outcome evaluation, thus broadening the research scope and methods of the Techno Park system.Secondly, in the analysis of synergy mechanism, this dissertation reveals the dissipative structure conditions of the co-evolution in Techno park system, and demonstrates the four prerequisites of dissipative structure,which are openness, far-from-equilibrium state, nonlinear, fluctuation. Then with the introduction of the concept of entropy, the orderly degree of the system is defined; the calculations of how to quantify the positive and negative entropy currents are demonstrated with mathematic formula; a discriminating tool of system dissipative structure, the Brusselator or the Brussels Model of the Techno park, is established based on the entropy flow of the system, providing a theoretical support for the realization of synergy mechnism of the Techno park. In the part on the realization of the synergy mechnism, the realiztion mechanism of the system is explored from three aspects, namely dynamic power mechanism, managerial control mechanism and support mechanism; then it puts forth the concept of order parameter---the coordination degree of the subsystem, born out of the evolution and interaction of the three main characters, namely, the park, the school and the community, focusing on the key quantities of the system evolution. In the section on the evaluation mechanism, with a quantitative approach and a model constuction, an evaluation model of the effectiveness of the Techno Park synergy system is established, an index system on the operational plane is constructed based upon the Balanced ScoreCard concept and the fuzzy integral evaluation method is chosen as the tool of evaluation.The final part of the research takes Heilongjiang Technology Park System as the object of an empirical study. After a qualitative evaluation of the effectiveness of the synergy mechanism, its problems and defects are pinpointed, including the inefficiency of industrial agglomeration effect, the weakness of the leading role of campus innovation and the lack of the support of community service. Also, the causes of constraining the development of Heilongjiang Technology Park System are explored and identified. Finally, guided by the synergy mechanism framework constructed in this dissertation, some coping strategies for the reconstruction of Heilongjiang Science and Technology Park are put forward.
