The worldwide practices illustrate that the integration of technology and finance is the basic requirement and main feature for promoting science and technology development, achievement conversion and industrialization, and facilitating hi-tech industry development. Favorable financial policies and financial services are the basics and guarantee for enhancing innovation capacity. Thus, an important issue for any nation remains to be solved:how to mobilize the nationwide financial resources into the great cause of sci-innovation. However, the existing literature research shows that there is lack of literature that analyses the sci-tech finance based on an evolving environment of continuous development and structure boosting.This article proposed the orderliness evolution methods and the operating mechanism of sci-tech finance service system by absorbing the results of natural science research, to provide some guidance to build and improve the sci-tech finance service system in China.Firstly, this paper analyzed the characteristics of dissipative structure of the sci-tech finance system based on the study of its main participants and function. And then, it did some research on the construction and operating mechanism of the system's dissipative structure model.Secondly, based on the relationship between entropy and orderliness in dissipative structure, this paper did quantitative study of entropy flow and its changes in the process of the operation of sci-tech finance service system. And then, the orderliness evaluation model was established.Thirdly, after determining the order parameter, this paper used expert scoring method, combining information entropy principle to build the evaluation index system of sci-tech finance service system.Finally, based on previous study, this paper measured the relative entropy and running entropy of China's sci-tech finance service system during 2000-2008 by using GRA and GME to evaluate the evolution process of the system. Meanwhile, by doing longitudinal comparison of time series and horizontal contrast among indexes, this paper found the areas to be strengthened and improved in China's sci-tech finance service system. And after that, it put forward some corresponding policy recommendations to the construction of the dissipative structure of the sci-tech finance service system in China.
