With the rapid economic development in the Yangtze River Delta region, regional economic integration is now irreversible. The resources allocation is an important foundation for economic integration and regional economic integration requires urban land resources regional allocation integration. As a result, we need to establish a unified urban land market in Yangtze River Delta Area.Every urban government has been destroying the land market excellent development by manipulating the urban land prices because of unhealthy competition in order to develop the local economy. At the same time, in the area construction of infrastructure and economy investment are recurring seriously between every city. Therefor, in Yangtze River Delta Area the urban land resource has been used very inefficiently. In this paper, we have researched the urban land market integration in Yangtze River Delta in order to solve the current inefficient use problem of land resources and promote the regional sustained development of society, economy, and environment in this area.In this paper we firstly have introduced the research objective, research background, technique route, research contents, research methods and sources of data used. The literature of domestic and abroad is reviewed and commented also. As research theoretical basic, regional economic development, regional resources allocation, sustainable development, land property right, location, land retn and land price theories are reviewed and concluded.In the above theory analysis basis, then some empirical researches are concluded in the paper.①The regional levels of urban land market spatial difference analysis. Fistly we have calculated the levels of urban land market of 16 cities, then have spatial difference analyzed. The result shows the degree of regional urban land market integration is low.②The regional urban land price formation mechanism research.In order to promote regional urban land price market mechanism form, we need avoid the regional local governmet to intervene the land price marketization form.③The regional urban land coordinating supply research. In order to attract investment many local governments have taken various preferential measures which have resulted in regional land market disorder. So in this paper we have studied deeply regional industrial land supply threshold.④The regional urban land compensation mechanism research. Because local governments pursue the maximized land transfer benefit, now there are many illegal land using events. As a result, we need innovate the land transfer benefit allocation, and establish reasonable land transfer benefit allocation compensatory mechanism.⑤The regional urban land market platform research. At present the urban land markets are divided in Yangtze River Delta Area, so we need to establish a unified regional urban land maket sale platform to promote land market transaction conducted smoothly.⑥The regional urban land market integration organization research. Because the urban land management system in our country could not adapt to the regional land resource management need, so in this paper we have established new regional land management organizationwhic is vertical administration.On this basis we have drawn some main conclusions.Firstly, the regional urban land resource has been used inefficiently because every city land market has been divided. The regional economic integration has included the regional market integration, and regional resources should be collocated efficiently by regional unified market. Now in Yangtze River Delta Area, the regional unified land market has not been established and at every city the urban land market is independent each other. Every city government is actively attracting investments in order to develop owner economy by supplying land to investors which price is largely lower than its reasonable price. In this area the above vicious competition between every city government has resulted in the urban land inefficient collocation by urban land market.Secondly, the regional urban land management system innovation is necessary to the regional unified urban land market development.At present in our country we are practicing the land management departments directly under provincial-level government.But this management system can not prevent the land market vicious competition between every government, and this management system is creating the conditions to prevent the local government interfering with the urban land market. In Yangtze River Delta Area, we need formulate regional unified land market trade laws and regulations to resolve the urban land using problems in the area. So we should establish land management departments directly under the central government to carry out regional land management system innovation. Thirdly, the benefit of urban land reasonable fair distributing is the essence of the regional urban land market integration.The benefit of urban land reasonable fair distributing certainly should include that the farmers who lose the farm need acquire more the benefit of urban land and the rural economic construction should need more land benefit of urban land to be invested. Moreover, when the local governments make use of the benefit of urban land the local governments should be supervised to assure the benefit of urban land reasonable use. Because the benefit of urban land reasonable fair distributing is connected with the success of the regional urban land market integration, we must take measures to assure the benefit of urban land to be used openly, fairly and justly.Fourthly, construction of a unified trading platform for the regional land market can make the regional land market to achieve a unified external trading environment. The regional land market integration need build a unified trading platform including the development of regional unified land market trading rules, the unified land supply threshold, the physical construction of the regional unified land market and regional land information openness, transparency and completeness of the information sharing. Construction of a unified trading platform for the regional land market provides a unified external environment of land market transactions for the regional land market integration and makes it work to good regional urban land market order.Fifthly, improving the formation mechanism of the regional land market price of land makes the true value of the land be fully demonstrated. In order to improve the formation mechanism of the regional land market price of land, first we should eliminate the local government interference with the formation mechanism of the urban land price and prevent the local government manipulating the urban land price. Second, we should actively cultivate land market traders and increase the transparency of the land market information in the public. A reasonable premium land price is formed by market competition and the true value of the land would be fully demonstrated.Finally this paper refers to its probable innovation and shortage, and the subsequent research direction.
