On Urban Structure Optimization And Evaluation Of Comprehensive Competitiveness

With the transformation of social structure and the transition of economic system, the cities in China are undergoing great changes both in quantity and quality. On one hand, the border of cities extends, groups of cities appear and urban macro-scale presents absolute expansion; on the other hand, the internal functions of cities progress, urban structures change and urban micro-scale shows absolute growth. Consequently, cities especially metropolitans have become representatives of a region or a country and are regarded as political, economic and cultural centers of the region or the country, while they are also a gathering point for all kinds of contradictions. In a sense, the competitiveness among countries has turned to be that among cities. Thus cities will play a more important role in the national economic development in China. We must study not only the significance of cities in the development of the country from the macro-level, but also the development modes of cities, perfection of urban structure and urban competitiveness from the micro-level.Since urban competitiveness depends on urban structure optimization, a city can improve its competitiveness through continuous optimizing its structure. Elements concerning urban structure are quite complicated, mainly including social structure, economic structure, environmental structure and spacial structure. As a result, the construction and optimization of urban structure should not only follow the theory of city development but also obey the nature and the future trend of the city. There exist many approaches to the evaluation of the competitiveness of a city. The author, undertaking and integrating the current research achievements rather than copying or simply interpreting existing modes, establishes an evaluation system from the perspective of urban structure optimization. Under the 4-dimensional frame composed of society, economy, environment and space, the analysis of structure optimization aiming at increasing a city's competitiveness develops. Meanwhile, the author manages to reveal the action and reaction between structure optimization and a city's competetiveness by observing the ideas of urban structure features and urban structure optimization under the competitiveness growth mechanism. The main research contents and innovations are as follows:(1)The different schools or the theoretical system that formed in the process of urban development were analyzed, and pointed out that the urban development differents of system,regions,goals and manage, the different of the city's content and mode of development. And from the points of Comprehensive strength and development potential, the urban social structure, economic structure, environment structure, spatial structure are the four key elements of urban competitiveness, on this basis, build a new pyramid competitive model of urban structure.(2)The four dimensions of urban structure optimization were studied, where the social structure, industrial structure, environmental structure and spatial structure were included. Moreover, on this basis, the impact of urban structure optimization on the competitive were analyzed, and pointed out that the urban structure optimization and Competence was positively correlated.( 3 ) Based on elaborating urban structure and content of the city's comprehensive competitiveness and the core characteristics, the urban structures were divided into the urban social structure, urban industial structure, urban environment and urban spatial structure of the four major structures and by a maximum no-correlation method to select the index, and established the index system of urban competitiveness that has theoretical and technical foundation.(4)According to the city's internal structure, function, role, build a new city competitiveness evaluation model, the static the overall size of the stock index and dynamic indicators flow rate of development are combined, give full consideration to the existing urban advantage and the potential for future urban development, comprehensive scientific evaluation of urban competitiveness. During the evaluation process, this urban competitiveness evaluation can obtain the reasonable results after effectively analyzing various urban index datas, and can also analyze changes in its development.(5)The related index datas of six cities including Changsha, Wuhan, Xi'an, Chengdu, Guangzhou and Shanghai were analyzed. The index and its changes of six cities on the social structure, industial structure, environmental structure and spatial structure were comparatively analysed. On this basis, comprehensive studied the competitiveness of six cities, and presented some policy recommendations with significance and reference.
