And in the "No.1 document" of central government of 2012, Accelerating Agricultural Science and Technology Innovation and Increasing the Supply of Agricultural Products Support Issues Several Opinions. it is also put forward that the ecological benefit compensation system of the forest, grassland and soil and water conservation be perfected, and public welfare forest compensation standard dynamic adjustment mechanism be established.Aiming at the protection of the state forest resources, forest ecological benefit compensation is funded by the national financial investment to furnish a fund for the forest ecological benefit provider in forest building, cultivation, protection and management. Establishing forest ecological benefit compensation mechanism is the basic guarantee to reinforce and perfect forestry ecological system, and also is the important basis to realize the transition of traditional forestry to modern forestry. Establishing forest ecological compensation mechanism of market trading is a brand-new topic and a long-term arduous task.Based on the field investigation and survey data combined with the related census data, using the imposition of behavior model and the related theory, drawing from the domestic and foreign successful experience, this paper has done a comprehensive analysis of the forest ecological service market trading mechanism construction issue, with the aid of the quantitative economic analysis and the empirical analysis. The main research includes the following ten chapters and five parts all.The first part includes chapter 1 and chapter 2, it is the introduction and research survey part. This part mainly accounts for the background and significance of the study, the basic guiding thought and method, the basic ideas and the framework, and the innovation points and limitations the study may have. It also introduces the very brief main contents, and the technical route of empirical analysis and quantity analysis as the most basic theory research of the logic starting point analysis. Besides, this part points out the existing literature results and problems remained to be solved further, on which it looks to the future development trends and application prospect.The second part includes chapter 3 and chapter 4, which is a research on the forest ecological service market trading system theory analysis and experience learning parts. The necessity and basic elements of the forest ecological service market trading system, along with the forest ecological service demand and supply factors is analyzed. The change of the international forest ecosystem services trading system and the practice of forest ecological service and the development trend of the trading system of typical countries is summed up. And chapter 3 as the connecting link between the preceding and the role, is not only a logic expand of the theoretical model of the second part, but also a preparation for the empirical analysis and game theory and empirical analysis of the third part.The third part includes chapter 5 and chapter 6, which is the empirical research and game analysis. This part of the research is focused on the analysis of China's forest ecological system of the main service compensation practices, especially on the three kinds of practices of forestry ecological engineering, nature reserve and forest ecological tourism. At the same time, from the perspective of economics, using game theory, it analyzes the inter-district problems of our country's environment conservation, which provides the theory basis for the construction of our country's compensation system. Key research analyzes the forest ecological compensation trade of the prisoner's dilemma, boxed pigs game, chicken game and static game model and so on.The fourth part includes chapter 7 and chapter 8, which is a typical case of the empirical research section of forest ecological service compensation system. The research foothold of this part is finding the problems from the reality and then solving the problems. Taking the ecological public welfare forest as an example, this part analyzes the historical development of the forest use from cost-free to compensative, the concrete influences of ecological public welfare forest construction on the livelihood of the mountainous area farmers, and the ideas and measures to boost the construction. At the same time, taking forest carbon trading as a representative, it analyses influence factor of the forest carbon business entity carbon trading and explores the forest carbon trading way method and relevant path.The fifth part includes chapter 9 and chapter 10, which is the section part of system design and policy suggestions. It proposed that forest ecological compensation system design needs a comprehensive innovation, including the innovation of basic principles, the overall framework design, construction and market operating mechanism concrete realization path, etc. After a brief summary of the research results, some measures to boost ecological benefit compensation are puts forward such as tightening propaganda education to enhance the cognition and participation of all kinds of main body, building and perfecting the legal system, the management system, security system and transfer payment system of the forest ecological compensation, increasing the use efficiency of the compensation fund by marketization, exploring regional compensation methods to establish an industrial support policy, and following the principle of classification compensation and improving compensation measures gradually.
