Basic Research Facilities refer to the conditions and infrastructures for supporting and facilitatingscientific and technical innovative activities. Countries in the world attach great importance to theconstruction of Basic Agricultural Research Facilities (hereinafter to be referred as BARF), in order tobuild a better circumstance which is good for research innovation and talents spotting by means ofenhancing the investment.In china, the investment scale of BARF accounts for25%of the total expenditure of agriculturalresearch institutes, and prove to be one of the most important composition of the agricultural researchinput. From this perspective, strengthen the research in this field will be provided with importanttheoretic and realistic significance for optimizing the agricultural research investment structure andimproving the agricultural research innovation capacity.This article adequately discoursed the intrinsic value and theoretic basis of BARF investment byusing various theories including systematic science, research innovation, public financing andperformance evaluation, etc. It ascertained the 'Compilation of statistics of the National AgriculturalTechnology' as the main data resource, systematically analyzed the varying pattern, affecting factorsand developing trends of BARF investment status in1986-2009of the research institutions under MOA.With the narrow definition of BARF and its statistic statement, this article established the input-outputmodel, measured the investment effect coefficient and conducted the causal relationship&contrastverification of BARF, by methods of expert scoring, Production function, econometric approaches(SUR), combined with the comparative analysis between case study of CAAS and other universities,thus proposed the policy suggestions for the BARF of China in the new era.Based on the above research, the study derives6conclusions:⑴The development of BARFinvestment in China is volatile and imbalance, the great development of eleventh Five-Year Plan bringsgreat benefit to the BARF investment, means that the investment in the first4years of eleventhFive-Year Plan accounts for above40%of the total investment in the past24years, its intensityachieved36%.⑵Comparing with the investment in agricultural research, BARF investment stronglydependent on the government financing which accounted for83%.⑶The investment structure isirrational and affected by number of factors, the main problems are: the investment concentrated ondeveloped area; the distribution was not based on the agricultural resource and S&T research demand;the crop production takes up high proportion (65%) of the investment which is further higher than theother industries; central or ministry level research units got much better development than the local ones,etc.⑷Investment effect of BARF is significant, and BARF is the one-way Granger Cause of theproductive capacity of scientific research institutions, the granger coefficient will be highly significantafter4years lag. Among them, the investment of civil engineering has the most distinct effect (cof:0.39)and is higher exceed the effect of instrument and equipment investment (cof:0.12).⑸The research unitsof Ministry level has the strongest productive capacity (cof:11.99), followed by provincial level(4.71) and municipal level (1.28), which is also proved by case study.⑹To enhance the investment on BARFin the new era, we need to focus on improving the investment effect, emphasize on improving theinvestment structure and method, establish the stable investment mechanism, strengthen the investmentto the Ministry level research units, closely connect with the agricultural resource distribution andindustrial development and determine the rational patterns of investment projects, thus to improve theagricultural scientific and technological innovation ability.
